PDP to participate unofficially in provincial Govts. ( By Our staff Reporter)

The National Executive committee of the Pakistan Democratic Party yesterday decided to participate in the provincial Governments unofficially and entrusted party chief Mr. Nurul Amin to nominate PDP candidates to provincial Governments if and when necessary.

The meeting held under the presidentship of Mr. Nurul Amin however, deferred any decision about party's participation in the central Government Mr. Nurul Amin has been authorised to decide party's stand when the situation arises. A source close to PDP last night said that majority of members favoured participation in the central Governments also.

The decision favoring participation in the provincial Governments was unanimous" by opposition to it was weak enough to generate heat in the meeting. The decision was made after brief discussion which centered round the over all political situation in the country, particularly in East Pakistan.

The discussion on "constitutional issues" facing the country consumed most of the three hour long meeting and at the end it was decided that party chief Mr. Nurul Amin during his proposed meeting with president on September 18 may convey to the president party's stand on it. The question of a zonal federation in West Pakistan also came up for discussion before the meeting but no decision was taken.

APP adds: The National Working committee of Pakistan Democratic Party reiterated its demands for early restoration of democracy "in the shape of representative governments" both at the centre as also in the provinces.

Reiterating the demand, the National working committee however, made "it clear that no constitutional arrangement will be acceptable to the people unless the constitutional embodied in it (A) provincial autonomy and (B) removal of disparity between East and West Pakistan and between different areas in each of the region as contained in the eight-point programme of the Pakistan Democratic Movement (PDM) and subsequently adopted by the PDP."

Mr. Nurul Amin, president of the PDP presided over the meeting which was attended by eighteen members of the working committee including three from West Pakistan. The meeting which was held at the Pakistan residence of the Party chief lasted three hours discussing the country's economic and political situation, filling up of the vacancy caused by the resignation of Mr. Abdus Salam Khan from the presidentship of East Pakistan Regional PDP and organisational matters.

Meeting over the party chief, Mr. Nurul Amin told the newsmen that the vacancy caused following the resignation of Mr. Abdus Salam Khan in early February last from the presidentship of the East Pakistan Regional PDP was filled up by Mr. Mahmud Ali, senior vice president of the PDP.

When asked Mr. Nurul Amin said the PDP "will participate in the bye-elections'.

The National working committee of the PDP adopted a resolution expressing its "views with alarm" at the "fast deteriorating economic situation" in the country with particular reference to East Pakistan where line of communication was "disrupted by Indian infiltrators in collaboration with their contacts and earlier devastations of the great cyclone" and by recent floods in both East and West Pakistan resulting in further damage of food crops.

While urging upon the Government to gear up their relief activities the national working committee demanded that permanent flood control measures should be accelerated on "national emergency basis so that "our dependence on foreign countries for supply of food should come to an end as soon as possible.

The National working committee appealed to the Government to take quick and effective measures to put the communication system into order.

The committee also urged upon the Government to suspend collection of rent and other government dues until the "present difficulties are over."

Major General (retd.) Sarfaraz Khan, Mr. Arshad Hossain Cowdhury and Rana Nazrun Rahman all from West Pakistan attended the meeting.

Nowabzada Nasrulla Khan, President of West Pakistan. sent a telegram regretting his inability  to attend the meeting as he is now in his village home Khangarh. The Secretary General of the party, Sheikh Nasir Hasan, also could not attend the meeting due to the loss of his wife recently, according to PDP sources.

The meeting condoled the deaths Begum Nurul Amin, party member Dr. Siddique of Jhelum, Syed al Madani, a religious leader of Dacca and Mr. Asadullah,  a party member in Dacca.

4 dissociate from AL

Four leaders of the defunct Narayanganj Awami League have announced their dissociation with the outlawed party, reports PPI.

In a joint press statement here today they said that they believed in the integrity of one Pakistan.

Expressing their innocence about the intention of the defunct Awami League leaders to disintegrate Pakistan, they also condemned the nefarious Indian designs against Pakistan.

They congratulated president Yahya Khan on the right step taken by him, and appealed to all the patriotic people of the whole of Narayanganj sub- division to help the armed forces to maintain the solidarity and integrity of Pakistan.

The signatories of the statement were Messers. Mofizul Islam cultural secretary, Narayanganj city Awami League (DR) Harunar Rashid, Executive member, Narayanganj sub-divisional Awami League, Mr. Firoz Mia, Secretary, Narayanganj Thana Awami League, and Abdul Jalil Sardar, member, Narayanganj Thana Awami League.

325,000 dollar US grant for two tugs

Islamabad, Sept. 15 (APP): The United States today granted to Pakistan 325,000 dollars in foreign exchange to pay the cost of chartering two tugs and hiring crews to assist in transporting food and supplies for the international relief effort in East Pakistan being co-ordinated by the United Nations relief mission, it was officially stated here.

This would help in increasing the efficiency of the barges fleet at present available in East Pakistan.

1 lakh children may die of malnutrition in W. Bengal DP camps

New Delhi, Sept. 15 (Reuter): Two Indian doctors in report to the Government have said that more than 1000,000 children may die in East Pakistan refugee camps unless emergency measures are taken to deal with malnutrition in the next few months.

The team which studied 800 infants and pre-school children in 13 West Bengal camps said about half were suffering from varying degrees of malnutrition due to lack of proteins. In many cases, not all the daily ration of rice, potatoes. and onions was being distributed.

This coupled with the lack of adequate sanitation in the camps which exposed the children to repeated gastro-enterities aggravated the situation.

The report, drawn up by two Members of the All India Institute of Medical Sciences, also noted that due to lack of knowledge when even a child had diarrohoea, the parents frequently stopped giving solid foods.

Another factor was that in many cases male members of the family tended to take to take a disproportionate share of the rations, leaving the women and children underfed.

The Indian Government, in cooperation with the United Nations International Childrens Emergency Fund (UNICEF), is preparing to launch a large scale operation to deal with the problem.

A Programme to provide emergency feeding at first to 115,000 children under eight has been drawn up.

About a third of that number it is estimated, require urgent clinical treatment.

Supplies of high protein food, either brought from abroad are manufactured locally, are ready to Calcutta and teams of Doctors and nurses from all over India are to launch the scheme shortly.

Plans call for the programme called "operation life line" eventually to reach almost two million children and mothers in the refugee camps.

Nurul Amin meets Yahya on Saturday

Mr. Nurul Amin, president of the Pakistan Democratic party, will leave Dacca for Karachi tomorrow to meet the president General Agha Mohammad Yahya Khan, the following day, reports APP.

When his attention was drawn to newspaper report Mr. Nurul Amin told the Newsmen that he was leaving here at the "invitation of the president" to meet the latter at Karachi on September 18.

Self styled emissary of 'Bamgla Desh' in Israel

Jerusalem, Sept. 15 (Reuter): A self-styled emissary of "Bangla Desh' is visiting here to seek military aid Israel officials confirmed today.

But the officials said the emissary, Mr. Mahmud Kassem, arrived yesterday without any credentials or visa.

He received no invitation from the Israeli Government, an official said.

Usually reliable sources said Mr. Kassem arrived here to seek arms and ammunition. He was granted a three day permit to stay in Israel and meet an Israeli Foreign Ministry official in Jerusalem, officials said.

The independent the daily Haaretd today said that Mr. Kassem was '1 fl. U'Msij IL 1.

Israel would be prepared to consider granting military aid to 'Bangla Desh if the Government of India asked for it.

The Foreign Minister official also told Mr. Kasem that even of the Israeli Government was willing to extend military aid it would not be able to do so without the consultation with the Indian Government since the 'Bangla Desh" Government in exile was based on Indian soil.

Stop Bhutto says Jamaat leader

His attention being drawn to a news item published in the daily Jasarat, Karachi, which reported that the PPP chief, Mr. Z.A. Bhutto while addressing his party workers in the mazar of Quaid-e-Azam, declared that the occurrence took place in East Pakistan in the month of March last may be repeated in West Pakistan if power is not immediately transferred to the elected representatives of the people and threatening with civil war in West Pakistan, Janab Abdul Khaleque General secretary of the Jamaat-e-Islami, East Pakistan, said in a press statement in Dacca on Tuesday.

"This clearly reveals that Mr. Bhutto is more interested in power than the solidarity, integrity and prosperity of Pakistan. He wants power even at the cost of Pakistan as he has himself indicated in his statement.

The Jamaat leader said it was strange that he (Mr. Bhutto) mets the president time to time and discusses with him for hours in one side and issues such statement on the other side.

One cannot understand why he has been previleged with unprecedented licence for such reckless utterances by which he is provocating the anti Pakistani secessionist elements through Pakistan at this critical time while enemies within the country and also outside are quite active in their unholy attempt to undo Pakistan, Janab Khaleque wondered. He reminded the peace loving patriotic people of Pakistan were watching all these with patience and they were no longer ready to tolerate such provocative utterances of the power hunters, and they also not ready to see that their fate was entrusted to such "worst type" of people who have not faith in democracy, decency and decorum. He appealed to the Government to take the matter seriously and "stop Mr. Bhutto from propagating such provocative thoughts for the greater interest of the nation "Any delay or slackness in this respect may lead us to grave consequences, he warned.

Governor's speech hailed

Mr. A.N.M. Yusuf, General Secretary, East Pakistan convention Muslim League hailed the policy speech of Dr. A.M. Malik, governor of East Pakistan, reports APP.

Mr. Yusuf said that the Governor had clarified the meaning of the "general amnesty" granted by president of Pakistan for restoration of normalcy in every walks of life in order to improve the process of work for national rehabilitation and reconstruction our economy.

He hoped that the political personalities, officials, non-officials, displaced persons and others will surely cooperate with administration.

PPI adds: In a separate joint statement the Dacca city convention Muslim League leaders also hailed Dr.Malik's broadcast and opined that it has already started working on the minds of the people who, they said appeared hopeful over Governor's determination to bring about a great change in the economic depression of the province.

Expressing their confidence in Dr. Malik's inner urge to work for the welfare and betterment of the common people the ML leaders who among others included Dr. Nurul Rahman, Mr. Mobarak Hossain and Dewan A. Kader said that by and by there would be more relief among the people in the very near future.

They also appealed to all the political leaders and public in general to cooperate with Dr. Malik for improvement of the situation obtaining in our country.

The ML leaders wished the Governor God speed in fulfilling his programme of work.

Bongaon in grip of floods: Refugees in distress

Calcutta, Sept. 15 (Reuter): Almost whole population of the Bongaon sub-division of West Bengal is in the grip of rising flood waters from the Ichamati River and other water ways. according to reports reaching here yesterday.

Bongaon, about 50 miles north east of Calcutta, has been one of the major influx areas for refugees fleeing from East Pakistan. The refugees have swollen the normal population of 600,000 to about 1200,000.

The chief sub-divisional Administrator told the press Trust of India (PTI) that a million people had been affected and that the Ichamati was still rising, inundating fresh areas.

The onslaught of the floods was having a particularly severe effect on the refugees.

The camps filthy and over crowded even at the best of times have been turned into cakes or quagmires. Worse still very few food supplies are being got through.

Most of the East Bengali and adults, whose life in recent months has involved one disaster after another, can probably survive this latest one. But the effect on their inadequately nourished children, with pot-bellies and limbs like matchsticks, could be disastrous. They have been dying steadily since the refugee influx began five months ago. Now they might die in droves.

Mr. S.K. Bhattacharjee, the Bongaon chief sub-divisional Administrator, said he had not got enough speed boats and river crafts to get the food through. "I have asked for 12 speed boats and received only two so far" he said.

Uttar Pradesh and Bihar are the other two states worst affected by the monsoon flooding.

In Uttar Pradesh the death toll has climed to 517 and more than 600,000 homes are reported to have been destroyed.

PML in favour of peaceful transfer of power: Qayyum

Multan, Sept. 15 (PPI): We are in favour of transfer of power to people's representatives through peaceful means and if any political party or group attempts to seize power forcibly, our party will firmly resist it, reiterted Khan Abdul Qayyum Khan, president, Pakistan Muslim League, while talking to newsmen here on Tuesday evening.

He said Pakistan was passing through a very critical juncture and her integrity and ideology were for more important than democracy. These would be safeguarded at all costs; he added.

The PML chief said under the present critical situation in the country an Islamic constitution should be introduced to ensure that a similar situation was not created again. He also demanded separate elections.
