Lajore, Sept. 16(APP): Mian Mumtaz Mohammad Khan Daultana, president of the Pakistan Muslim League (Council) today expressed himself fully in favour of president Yahya promulgating a constitution as a measure to restore full democracy in the country.
He was addressing a press conference at his residence convened to explain the decisions taken by the PML, council, which met in Karachi last week.
Mian Mumtaz Daultana said such constitution could authority only when it was accepted and approved by the elected representatives of the people.
Elaborating, he said the term establishment or restoration of democracy denoted transfer of power as the ultimate aim. The object behind the restoration of democracy, he added, was to get the authority transferred in the hands of the representatives of the people.
The League chief said the restoration of democracy should come speedily and simultaneously in both wings of the country. He said he was not interested in any interim arrangement though he would cooperate with the Government in all its measures aimed at restoring the democracy.
He declined to comment on any arrangement which might be introduced by the president in West Pakistan prior to the restoration of full democracy in the country.
Commenting on the civilian government in East Pakistan, Mian Daultana said it was necessary for making the people in that wing participate in the administration in an effective manner during the interim period.
He said he fully appreciated the utility of the civilianisation there and hope that a time would come soon when full democracy could be restored not only in East Pakistan but also in West Pakistan.
He hopped that president Yahya would adhere to his programme of transfer of power and the things would be in a fine shape by that time.
Mian Daultana told a questioner that he had authorised the East Pakistan Muslim League leaders to take a decision about joining the provincial Government there as they considered appropriate.
Constitutions by Individuals
Asked by a newsmen whether or not the constitution to be given by president would always carry a stigma of having been imposed on the country by in individual, Mian Daultana replied in the negative and said many constitutions as were in force in many countries of the world now had once been given by individuals.
He said even the Quaid-
The idea for the enforcement of constitutions by individuals had always been to set the things in motion for realising the greater objects.
Mian Daultana was opposed to the suggestion that president Yahya's a draft constitution instead of a final constitution because accounting to him it would create complications and further confuse the issues.
The constitution to be presented by him should be considered fit and enforced in letter and spirit and then elections be held for the vacant seats of the National Assembly. Once the elections were complete the Assembly be summoned and the constitution presented for its approval.
Mian Daultana condemned statements by leaders of a political party that conditions similar to those of East Pakistan could take place in West Pakistan if power was not transferred to their party.
He said they must keep in mind the conditions now prevailing in Pakistan which demanded unity in the rank and file of the people. To create an atmosphere of conflict or holding out threats would help none but the enemies of Pakistan— If the story of East Pakistan was repeated in this wing also then the country would cease to exist.
I was simply alarmed at these threats and appeal to them that if, God forbid, any harm was going to be done to the country it should be stopped rather than encourage it, he added.
The League chief said the special committee had started its work and written letters to leaders of various parties seeking their views about forging a unified party.
A two member committee comprising Khawaja Khairuddin and Khawaja Muhammad Safdar has also been set up by the special committee to personally get in touch with leaders of other parties and inform the special committee about their views.
He said the council League was proud to have taken such an initiative as this was in the best interest of the country and in conformity with the past traditions of the party. He claimed that it was due to these initiatives. That the D.A.C., P.D.M. and C.O.P. had come into being in the best.
Replying to question about his reports in respect of conditions now prevailing in
East Pakistan the CML chief said, the people coming to West Pakistan from that wing

Regarding the initiative taken by his party to large greater unity between like minded parties in Pakistan, Mian Daultana referred to a resolution passed by the council of his party and said first of all it would strive to unite the three factions of the league and then bring such parties at one platform as were committed to the ideology of Pakistan.
He said by uniting all such parties the Council Muslim League wanted the emergence of a unified Pakistan Muslim League organisation.

Multan, Sept. 16 (APP): Khan Abdul Qayyum Khan, president of Pakistan Muslim League yesterday said that his party was not opposed to transfer of power but wanted it to be peaceful—
Addressing the Multan Bar Association here Khan Qayyum said any attempt to force transfer of power under threats and coercion would be resisted.
His party was determined to prevent occurrence of the events of East Pakistan, he added.
Khan Qayyum said that as precondition of transfer of power it was essential that an interim constitution be framed and promulgated by the president.

Referring to his party's stand on the constitution, Khan Qayyum said it should Guarantee strong centre allocating defence, foreign affairs, foreign trade, and taxes to the centre.
He emphatically supported the demand for separate electorates and said only this system of election could safeguard the ideology and integrity of the country.
This would prohibit the minority in East Pakistan to use its leverage against patriotic elements in the province, he added.
He said the centre should also have the responsibility to propose to such curricular of studies at various levels which should inculcate among the youth's dedication to the ideology of Pakistan.
Lt. Gen. A.A.K. Niazi, Commander Eastern command and Martial Law Administrator, Zone-
The Martial Law Administrator said that the misguided people were living in pitiable conditions away from their homes and their families. He said that they, in fact are our national assets provided they see the truth and resume their life as patriotic citizens. On the contrary, he added, if they continue their disruptionist activities, they achieve nothing but cause hardship to the common people.
Gen. Niazi said that disruptionist element should be isolated and neatly eliminated
but peace loving citizens should not suffer in the process. Addressing himself to

Fort of Islam
Talking of the State and its security, Gen. Niazi said that Pakistan was a fort of Islam and those who are about to destroy Pakistan are, in fact, enemies of Islam. "Pakistan is a symbol of hope and a source of inspiration for the entire Muslim world," he said adding that it was also imperative that citizens of this Islami State honestly follow principles of Islam. "Islam has given a recipetor worldly uplift as well as salvation in the next world," he said.
Quoting instances from history he said that as long as we practised Islamic principles, we had the upper hand out when we neglected them, we fell into the abyss of subordinate nation. He further said that we can again lift the Muslim nation to the Zenith of its past glory by following Islamic way of life.
Earlier, Gen. Niazi visited the Razakars at training in Chittagong. He appreciated their spirit and enthusiasm.
Later, Gen. Niazi visited Rangamati where he addressed a large crowd including members
of Peace Committee who in spite of sweltering heat, had come all the way to greet
the General Raja Tridiv Roy, the Chakma Chief and MNA-
People congratuated
Gen. Niazi congratulated the people of Rangamati on successfully purging mischief mongers from the area and restoring peaceful conditions.
He said that with the number of troops available in East Pakistan, it would not take long time to eliminate all sources of sabotage and resistance but in ruthless "cleaning up operation" many previous human lives are lost and many women are widowed and children orphaned. They are also our own women and children and we have every regard for them," he said. He therefore, urged members of Peace Committee to go out and persuade these misguided people to come back home and live honourable life, as peace loving patriotic citizens.
During his day long tour of Chittagong and Chittagong Hill Tracts areas, Gen. Niazi also met the troops. The local Commander, briefing him on the latest situation in his area, told Gen. Niazi that Razakars and EPCAF were playing a very useful role in the maintenance of law and order and guarding of vulnerable points. They had relieved pressure on regular forces who are now mainly concentrating on defence of borders.
Gen. Niazi returned to Dacca in the afternoon. He was accompanied by the GOC during the tour.
Calcutta, Sept. 16(Reuter): A Total of 9,558 East Pakistani refugee have died in hospitals and health centres in the 24 Parganas district of West Bengal in the past five months, according to the district chief Medical Officer.
The district has been a major receiving point for the refugees.
Karachi, Sept. 16(APP): The 5percent East Pakistan loan 1981 opened for subscription today, and was closed by the close of business.

Islamabad, Sept. 16(APP): The formation of a joint consultative committee of Bangla Desh has been taken here as an indication of New Delhi's plan to intensify its activities of intervention and assistance to insurgents and renegades, writes an APP staff correspondent.
The committee, which includes people like Maulana Bhashani, Prof. Muzaffar Ahmed, Moni Singh, Monoranjan Dhar, Tajuddin and Khondkar Mushtaq Ahmed, was announced a visit to Calcutta by Mr.D.P. Dhar Chief of policy making in Indian Foreign Ministry, and Mr. T.N. Kaul, Indian Foreign secretary.
It is understood that the committee is India's manipulation to serve her objective. It is clear that India has induced its own henchemen through Moni Singh and Monoranjan Dhar to eliminate or reduce the influence of Awami Leaguers some of whom are according to reports from across the border, no more trusted by Indian.
This fact is reflected in the composition of the committee which includes only two Awami Leagues, Tajuddin and Khondakar Mushtaq Ahmed.
The formation of the committee also shows India's desperate attempt to coerce the rebels to greater effort as New Delhi apprehends that the secessionist movement was loosing its impetus following the process initiated in implementing president Yahya Khan's plan for political and economic rehabilitation of East Pakistan, including the general amnesty.

Later a spokesman of the Pakistan Bhuddha Krishit Prachar Songha told PPI that Mahathero impressed upon the Governor with his tour experience which he gathered in the hazardous tour of 7500 miles throughout the Buddhist populated area of the province and explained the various problems of the Buddhists.
Discussion was also held on the nomination of a minority minister, the spokesman added.
In a short period of interview Mahathero and the other members were much pleased with the Governor for his sympathetic feeling for the minorities of the country, the spokesman further added.
