Our brave army fully prepared to repel any attack: Amin

Karachi, Sept, 19 (APP): Mr. Nurul Amin, president of the Pakistan Democratic Party, said here today he was completely confident that "our brave army fully prepared to repel any attack, from whichever quarter it may come."

Speaking at a reception given in his honour by the PDP Karachi branch, he warned the Government and people of Pakistan that "we are still not out of the wood and our enemies are hovering around us."

He said the entire nation should be prepared for any eventuality since the tension between India and Pakistan had not yet relaxed due to the former's continuing interference in Pakistan's internal affairs. "This tension may burst out at any moment and spread," he added.

He said the Pakistani people being Muslims, wanted peace but they were also determined to protect the solidarity and integrity of the country and for this purpose were absolutely prepared to shed the last drop of their blood.

He said if India launched another sneak attack on Pakistan, as it did in this very month six years ago, the resulting conflagration would not be limited to East Pakistan; West Bengal and Assam, but would spread through out entire area.

Big Powers

In such an eventuality the big powers could become involved and would then maneouvre for their advantage, but the poor people of this area were bound to suffer, he added.

Regarding recent events, he said: East Pakistan is renowned for extra-ordinary phenomena, whether it is natural or man-made. Last year's cyclone, unprecedent in history was followed in the post election period by a turmoil unprecedented in the history of Pakistan."

He said while there were no doubt some difficult times ahead. He was sure that Pakistan had come to stay and would survive.

Role of Britishers

He pointed out that the British had all along adopted an anti-Muslim stance and did everything possible to aid the congress through such schemes as the Radcliffe Award which gave many Muslim Majority areas to India ignoring all canons of justice.

Viewed in this light, it was not surprising to see that Britain was now doing all it could to help India in bringing about the disintegration of Pakistan, he added.

He said both India and Britain had only accepted the creation of Pakistan with reservations and because they thought the newly born nation would not be able to survive.

He noted that India from the very beginning had adopted an aggressive; and chauvinistic attitude and swallowed up territories which did not belong to it.

In this connection, he noted that India had grabbed Hyderabad, Junagadh, Goa and more than half of Jammu and Kashmir State.

At the present moment India was trying its best to split Pakistan and had begun an "undeclared war" against Pakistan by sending armed infiltrators into the eastern wing.

Welcoming the appointment of Dr. A.M. Malik as Governor of East Pakistan and his induction of a council of Ministers, he said if they accomplished their task the situation in East Pakistan would further improve.

Mr. Amin remarked: "In their success lies the success of the present scheme."

He expressed hopes that the future constitution would be Islamic in Character, based on the ideology of Pakistan and providing for a federal state and also defining the powers to be wield by the central and provincial governments.

Mahmud Ali off to London, says India will be exposed

Karachi, Sept. 19(APP): Mr. Mahmud Ali, leader of the 16-member Pakistani delegation to the forthcoming United Nations General Assembly session, left here this afternoon for London by PIA en-route to New York.

Mr. Mahmud Ali will fly on to New York after an overnight stop in London.

The other 15 members of the delegation have already preceded him to New York.

Before his departure he said that he would bring to the notice of the UN General Assembly that the good offices of the international community required to facilitate the return of the displaced persons to their homes and hearths in East Pakistan.

He said the Pakistani delegation fully intended to expose before the General Assembly the tricks and manoeuvres adopted by India to hinder the return of the DPs to East Pakistan.

The perfidious Indian claim that over eight million DPs had taken refugee in India would also be proved incorrect since only about 20 lakh DPs had entered India, he added.

He said India had purposely inflated the number of DPs in order to get more money from other countries and relief organisations and also create a misleading impression about the East Pakistan situation.

Mr. Mahmud Ali said his delegation would further point out the contradictions in the Indian stance of hindering the return of the DPs by shelling the East Pakistani border areas and refusing to accept the posting of impartial UN observes on the Indo East Pakistan border while simultaneously shedding crocodile tears about the condition of the DPs.

India had decided to take advantage of the plight of the helpless DPs with callous disregard for their sufferings, he added.

Strategy discussed

An earlier report says: Mr. Mahmud Ali, Leader of the Pakistan delegation to the forthcoming United Nations General Assembly session, here today he had discussed the strategy to be adopted by Pakistan at the UN with President Yahya Khan and Foreign office officials.

He told APP shortly before his departure for London enroute to New York that this strategy had been plotted out while keeping in view the likely moves by India to exploit the East Pakistan situation at the UN General Assembly.

He said he was completely confident that the Pakistani delegation would be able to rebut the baseless Indian propaganda against Pakistan.

Mr. Mahmud Ali, who is also president of the East Pakistan PDP, noting that representatives of the so-called BanglaDesh movement were expected to be present in New York, said these persons stood exposed before the world as Indian agents.

He said the self-imposed task of the BanglaDesh spokesman was an impossible one, since all informed persons know that they were acting as a mere mouth peace for India.

He said the anti-Pakistan posture adopted by India was riddled with contradictions. On the one hand, India in total opposition to all canons of international norms claimed that the East Pakistan crisis was not Pakistan's internal affair, while on the other hand it refused to accept the posting of UN observers on both sides of the Indo-East Pakistan border to facilitate the return of the displaced persons.

He said while he would remain in New York as long as necessary, he did not expect to be there for longer than one month due to his commitments here in Pakistan

Invitations

He, however, said he had received invitations from Pakistani community in America, Canada and England to tour these countries.

He said he might accept these invitations if he had sufficient time at his disposal.

Mr. Mahmud Ali said the forth coming UN General Assembly session was an exceptionally busy and important one and such issues as restoration of the legitimate rights of the people's Republic of China at the UN and the Middle East crisis would probably occupy the attention of the Assembly.

In this connection, he said Pakistan's position regarding Chinese representation was very clear.

He pointed out that Pakistan was totally in favour of the speediest possible restoration of the legitimate rights of the People's Republic of China, and the latter's assuming it's seat both in the security council and the General Assembly. Besides, Pakistan was totally opposed to any two China and would support the proposal to expel the Ching Kai-shek representatives from the UN.

Mass contact tour soon, says Qausem

The senior most member of the Governor's Council of Ministers Mr. Abul Qausem said in Dacca yesterday that it would be his and his colleagues' first and foremost duty to create confidence among the people by explaining to them correctly the real state of affairs.

Mr. Quasem, who is the Finance Minister, was outlining, what he thought proper for creating confidence among the people in an interview with PPI yesterday. If the correct position is explained to our people, they will realise what is what, and will then come to confidence, he said.

He traced the background of the creation of Pakistan and said that if our younger generation was given the correct idea of under what background the Muslims of the sub-continent had fought out their separate homeland Pakistan, they would not have been caught in wrong propaganda. The friendship with our enemies under the spell of which a younger a section of our younger generation committing mistake would not only bringing miseries to their own nearest and dearest here but also a total annihilation for them, he added.

The Minister said that India which proved to be a hell for the Indian Muslims could never tolerate Pakistani Muslims on their soil as soon as Indian leadership came to the realisation that Pakistan could be undone under no circumstances.

He said, the Ministers would shortly undertake mass-contact for of the province to talk to the people of Governments determination to protect the lives and properties of the peace loving people and also that those returning from their temporary displacement would be rehabilitated with every help and assistance.

Mr. Quasem said that his endeavour in proving useful to the people would also be directed towards telling them that the Armed Forces were there for defending our hard earned homeland from the evil designs of our enemies even at the cost of their lives. The necessity of their (Armed Forces) presence for defending our territorial boundaries should also be explained to the people.

He said, our progress and prosperity was possible only in Pakistan and that our security was best ensured in Pakistan alone once we make this truth clear in correct prospective, a sense of security would definitely generate among our people, he added.

Two surrendering centres opened in Comilla

Comilla, Sept. 19 (APP): Two surrendering centres were opened here to cope with the situations arising out of the increasing number of persons belonging to the East Bengal Regiment, East Pakistan Rifles, Police, Ansars and Mujahids surrendering voluntarily to the authorities.

According to local administrative sources the two centres would help and assist the surrendering personnel in their rehabilitation. The centres are opened at Comilla District Peace Committee Office and at District Armed Services Board.

A large number of armed persons including EBR and East Pakistan Rifles have surrendered and coming forth to surrender voluntarily to the authorities following the general amnesty granted by the president of Pakistan.

The persons who surrender are being given all facilities, transport and rehabilitation.

Those belonged to armed forces or EPR are being sent back to their units while others are provided transport and financial assistance to unite with their families and settle down in their life as law abiding citizens, it was told by a district peace committee source.

Another reports adds: A good number of local leaders, workers and supporters of defunct Awami League have surrendered to the authorities here following the general amnesty granted by the president of Pakistan.

Amongst others who surrendered are Messers Abdur Rashid, brothers of Abdul Maleq MPA-elect, Rafiqul Islam Advocate, Siddiqur Rahman President, Laksam Thana Awami League, Dr. Mohammed Sadeq of Nangalkote, Dr. Abdur Razzak of Barapara, Siddiqur rahman, chairman, Bangadda Union Abul Khair, Yonus Mazumder and Fazlul Haq.

Besides a good number of students have also reported to the local authorities and different Peace committees. They assured of their cooperation for solidarity and integrity of Pakistan.

WHO body to discuss emergency relief for East Pakistan

Islamabad, Sept. 19 (APP): The 21st session of the WHO Regional sub-committee, scheduled to meet in Tunis from September 20 to September 24, will discuss the emergency relief to be provided to East Pakistan, official sources said.

The WHO sub-committee will also discuss the assistance to be provided to Pakistan during 1973.

The proposals for assistance will be presented to the World Health Assembly in 1972 for final approval.

Pakistan is being represented at the meeting by a two member delegation, led by Rear Admiral A.N. Ansari, Director General of Health, Government of Pakistan. The other member of the delegation, is Dr. Shamsul Hasan, Assistant Director General of Health.

After the conclusion of the WHO sub-committee meeting, Admiral Ansari will go to Tripoli, capital of Libya, on September 27 for a week's stay as a state guest.

He will visit important health institutions in libya.

The D.G., Health is expected to return to Islamabad on October 4.

Bye-elections programme announced polling from November 25 to Dec. 9

Islamabad, Sept. 19: Bye-elections for 18 vacant seats of the National Assembly from East Pakistan and for 105 vacant seats of the provincial Assembly from East Pakistan will take place according to the programme announced by the Election Commission of Pakistan. The bye-elections for the provincial Assembly of East Pakistan will be held later.

Nomination papers for election for the National Assembly will be received by the Returning officers on 29th September, 1971 while nomination papers for elections to the provincial Assembly will be received by  them on 30th September, 1971, during the normal office hours. Scruting of nomination papers will take place on the 1st and 2nd of October, 1971 in respect of two Assemblies respectively. The last date for withdrawal of candidature for both the National Assembly and the provincial Assembly is 8th October, 1971. Polls will be taken between 25th November and 9th December, 1971. The dates of polls for each National Assembly constituency have been specified in the nominations issued today. Blank Forms of nomination may be obtained from the office of the Returning Officers or Deputy Commissioners. Nominations may also be filed on typed forms, if printed forms are not available.

Polling for election to the National Assembly as well as the provincial Assembly shall take place at the same polling stations simultaneously as was done in the case of elections for National Assembly in the cyclone affected constituencies in January 1971. The procedure for casting votes simultaneously for electing the members of the National and the provincial Assemblies will be explained by the Election commission in due course.

The appointment of Returning officers for the various constituencies for the National and Provincial Assemblies have also been announced separately. Generally speaking the sub- Division Officer are Returning Officers for the National Assembly and the provincial Assembly constituencies falling within their sub-divisions. In case of constituencies extending over two sub-divisions the Additional Deputy Commissioners have been appointed Returning Officers.

Candidates are advised to file a certified copy of the in the electoral role regarding their name, serial number and other particulars. Their attention is also invited to the provision of section 13 of the Elections Ordinance, 1970 under which every nomination paper must be accompanied by a receipt showing that a sum of Rs. 1000/- for election to a seat in the National Assembly and Rs. 500/- for election to a seat in the provincial Assembly has been deposited by the candidate at any Branch of the National Bank of Pakistan or at a Government Treasury or sub-treasury under the Head "P-deposits and advances part-II-deposits not bearing in terest civil deposits in connection with elections." Deposits may also be made in cash with the Returning Officers for which receipts will be issued by them. Not more than one deposit is required in case a candidate files more than one nomination paper from the same constituency.

According to the election programme there is a gap of about seven weeks between the last date fixed for withdrawals and the polling dates'. Polls have been scheduled so as to take place after Ramazan and Eid-ul-Fitr, as sufficient time is required for printing of ballot papers and distribution of election materials to the Returning Officers of all constituencies. Climatic conditions and the difficulty of movement in most areas in East Pakistan during the month of October/ November were also kept in mind in fixing the polling dates.
