UNICEF aid, WHO medical supplies arrive

A DC-5 aircraft arrived in Dacca yesterday carrying about 52 thousand pounds of UNICEF aid and 23 thousand pounds of urgently needed medical supplies purchased by the World Health organization with funds from the UN East Pakistan Relief Operation (UNEPRO), reports PPI.

The plane also carried nearly 19 thousand pounds of quick growing vegetables seeds provided by the U.S. Agency for the International Development.

Mr. William Mac. Caw. N. Acting representative of the United Nations Secretary-General and two East Pakistan Government officials, health Secretary M.S. Rahman and Relief Commissioner Mohammad Ali received the supplies at Dacca Airport.

This is the second consignment of UN relief material flown into East Pakistan, the first load of 42 tons reached here on September 3.

A third Shipment is set to arrive within the next few days.

E. Pakistan convention ML merges with QML, announces Qayyum

Peshawar, Sept. 21 (APP): The East Pakistan Convention Muslim League has merged itself with the Pakistan Muslim League (Qayyum), Khan Abdul Qayyum Khan, president of the PML announced here today.

Addressing a press conference here, Khan Qayyum said that he had received a telegram from Mr. Shasul Huda president of the East Pakistan Convention Muslim League, intimating his decision to this effect.

Khan Qayyum, however, said that he had appointed him as the organiser of the East Pakistan Muslim League (Qayyum) in the larger interest of the party.

He would also retain his office as president of the Party for the Eastern Wing, he said.

He stated that he had also instructed him to make concerted effort to bring about the entire leadership of the different factions of the League, within the fold of his party. He also appealed to the Muslim League leaders in East Pakistan, to shun personal likings or dislikings and unite in the face of grave national crisis.

35 Indian agents killed in Sylhet and Kushtia

Sylhet, Sept. 21 (APP): About 250 Indian agents again attempted to infiltrate into the border area on Sunday night according to reports reaching here today.

The Pakistan troops near Baligan spotted the intruders in time and ambushed them when they had crossed about half a mile inside Pakistan territory. Taken by surprise, the intruders tried to escape. Twenty three of them were killed.

A substantial quantity of arms and ammunition, including 24 rifles, 6 stenguns, 60 grenades, 28 mines, 60 pounds of explosives and over 1800 cartridges were also captured. This is the third attempt by Indian agents in one week to cross into East Pakistan. The latest attempt was also foiled like the previous ones.

Kushtia

A report from Kushtia adds: The villagers of Sonapura in Meherpur area guided a raid party which successfully eliminated a hide out of anti-state elements on Monday night.

Twelve Indian agents were killed. A sizeable quantity of arms and ammunition including mortars, light machineguns, stenguns and rifles was captured.

The villagers of Sonapura informed the local authorities on Sunday that India agents were harassing the people and threatening them to take away their women folk and movable items of their property.

Malik to meet editors today

East Pakistan Governor Dr. A.M. Malik meets the Editors of local newspapers and news agencies at the Governor's House here today, reports PPI.

This will be his first meeting with the editors after assumption of Gubernatori office on Sept. 3.

Nurul Amin wants total transfer of power to NA

Lahore, Sept. 21. (APP): Mr. Nurul Amin, the President of the Pakistan Democratic Party, today opposed the idea of transferring power by instalments, or so to say compartmentally.

Power should be totally transferred to the National Assembly when it was fully constituted, he said while speaking at a reception held his honour by the lawyers of Lahore at a local hotel.

He was of the view that time was not for the present ripe for transfer of power in the true sense on account of peculiar circumstances prevailings in Eastern wing of the country. Because of critical position in that wing no proper machinery could be created at present to facilitate complete transfer of power, he stressed.

The PDP leader said he did not agree with those people who say that hence forth either dictatorship or army can keep the two wings together. The sooner this idea was removed the better for the country, he added.

Mr. Nurul Amin reaffirmed that only an order based on democracy could keep the two wings of Pakistan intact. The need for installing a democratic order had all the more become imperative in view of the lengthening of the geographical distance between East and West Pakistan.

The distance was no more 1000 miles, he said, adding it was now 4,000 miles.

He said democracy would reestablish the link between the people of East and West Pakistan which had got snapped in 1958. In the absence of this link the misunderstanding between the people of the two wings enlarged to a great proportion and it was this misunderstanding on which Sheikh Mujibur Rahman built up his castle.

He said the question was being asked these days whether the country had reached a stage where all hopes should be lost. My answer to this question is an emphatic no", he said raising his voice.

Mr. Nurul Amin said he could confidently say that the danger period was over and great recovery had been made in East Pakistan since March 25 when Awami League had taken anti-West Pakistan hatred to a state of extreme bitterness.

The armed forces of Pakistan Mr. Nurul Amin went on, to say, did a great job in saving the situation by timely intervention.

The PDP chief said that taking into account the great realisation which had come about in the minds of the people of East Pakistan, he had no doubt in his mind that Pakistan had come to stay and time was not away when it would emerge a strong country in the comity of nations.

He, however, warned against any conspiracy, while describing the unfortunate happenings in East Pakistan as a temporary phase he said the intelligentsia, particularly the lawyers community, should embark on process of re-thinking. They should try to find out the causes of bitterness in the minds of East Pakistani people for West Pakistan and then educate the people on them.

Mahmud Ali in New York

New York, Sept. 21 (AFP): Mahmud Ali, leader of the Pakistani delegation to the United Nations 26th General Assembly arrived in New York Tuesday morning by air from Dacca.

Considerable security arrangements had been made by New York authorities to prevent any disturbances by demonstrators at Kennedy Airport.

Mahmud Ali said that in his address to the General Assembly he will urge that there can be an effort to further world peace and to minimise tensions around the world. He also said that Pakistan had long advocated the entry of maintain China in the United Nations.

Polling starts from Dec. 12. Bye-elections schedule for East Pakistan revised

Islamabad, Sept. 21 (APP): Bye-elections to fill in the vacant National and Provincial Assembly seats in East Pakistan will now be held between December 12 and December 23 next, the Election Commission announced here to night.

These were earlier scheduled to be held between November 25 and December 9.

The Election Commission cancelled the earlier schedule and announced a fresh one in order to secure the fullest cooperation of all political parties and candidates and having regard to their convenience."

According to the new schedule, nomination papers for the National Assembly and the provincial Assembly would be received by the returning officers concerned on October 20 and 21 respectively and scrutiny will be held on October 22 and 23 respectively.

The last date for withdrawal of candidature for both is October 28.

In the earlier schedule, the dates of nominations were September 29 and 30, and last date for withdrawal was October 8.

Political leaders including Mr. Nurul Amin, Maulana Abul Ala Maudoodi and Khan A. Sabur had demanded, extension in the bye-election programme announced on September 19.

Press Note

A Press note of Election Commission issued here today said: The chief Election Commissioner has reconsidered the election programme for the vacant seats in the National Assembly and the provincial Assembly from East Pakistan announced on the 20th September, 1971. In order to secure the fullest participation of all political parties and candidates in these bye- elections and having regard to their convenience he was decided to modify the programme announced on the 20th September 1971, which has been cancelled.

A fresh programme has been announced in a revised notification issued today. According to the revised schedule for these by-election's nomination papers for election to the National Assembly and the Provincial Assembly of East Pakistan will be received by the Returning officers concerned on 20th October and 21st October 1971 respectively.

The dates of scrutiny of nomination papers for elections to the assemblies will be 22nd and 23rd October 1971, respectively. The last date for withdrawal of candidature if any, will be 28th October, 1971 in the case of both the assemblies. Polls shall be taken for elections to the two assemblies simultaneously commencing from 12th December, 1971 and will be concluded by 23rd December, 1971. The Polling dates in respect of each National and Provincial Assembly constituencies have been specified in the revised notification issued today.

Bhutto's press conference today

Karachi, Sept. 21 (APP): Mr. Z.A. Bhutto, chairman, Pakistan People's Party will address a press conference here tomorrow at 11 a.m. at the PPP central secretariat, a PPP source said here today.

He is expected to explain his party's stand on the latest political development in the context of Framing of Pakistan by a team of officials and announcement of the schedule for the national and provincial bye elections in East Pakistan.

Quasem on rehabilitation of affected families

The East Pakistan Finance Minister Mr. Abul Quasem disclosed here yesterday that he was prosposing schemes for the rehabilitation of the families of those killed by Indian agents and their collaborators in the province.

In an interview with the APP the Minister said he was working on a plan for the rehabilitation of those affected during the disturbances by miscreants from across the border.

He further disclosed that a broad scheme was also being worked out for the rehabilitation of the returnees, irrespective of religion, caste and creed.

The Minister said that the Government was determined to go all-out the rehabilitation of Pakistani citizens who being misguided and out of fear had crossed over to India. They are our people and for their rehabilitation, we would do our best", he added.

Mr. Abul Quasem said that members of the minority community would have full protection in Pakistan, for the country was an ideological state.

The Minister said that he was confident his appeal to Pakistani citizens, wherever they are, would not go in vain; 'with cooperation, mutual trust and confidence, we will be able to create a happy and contented society in East Pakistan and shall have common feelings of brotherhood and openess with our brethren in West Pakistan.

Austerity

Replying to another question, Mr. Abul Quasem said that he proposed effective economy and austerity in every walks of life.

He said that yesterday morning he held a full fledged conference of the officials of the Department to take stock of the situation and study the financial position as to where we stand now.' He said, "time is short and we do not know what we can do now. But we would try. For the last 17 years I have been trying for economic development of this province." The Minister said that he had been assured of full co-operation by his officials.

Mr. Quasem sought co-operation of all in restoring confidence and economy and rehabilitation of the affected persons and to save the country. "I have joined the cabinet with a mission to serve Pakistan as an humble servant of the nation" he said. "Angle of vision should be corrected to save our future generation. We must keep Pakistan as we know, who lives if there is no Pakistan."

When asked whether he would contest coming bye-elections, Mr. Quasem, who is also the Secretary-General of the Pakistan Council Muslim League, said that the matter was subjected to the decision of his party. He, however, said that there was no bar against the participation by Ministers in the coming bye-elections,. "I have no personal ambition. I would be serving Pakistan in any capacity" he added.

Replying to a question on joining the provincial cabinet, Mr. Quasem said that he was ordered by his party chief and the provincial leaders were informed of it.
