Thant's report takes cognizance of Indian Acts

Islamabad, Sept. 23 (APP): The annual report submitted by the Secretary General U Thant on the work of the United Nations takes cognizance of the situation created by the Indians on the borders between East Pakistan and India which is preventing and India which is preventing the return of the refugees to Pakistan.

The report, a 141-page document, was circulated on the eve of the current General Assembly session.

U Thant listed East Pakistan among the current issues facing the world out according to press reports went on to link it with the overall political situation of the sub-continent and recalled that the two countries had fought a war six years ago. The problems, he added, remained unresolved.

Referring to the current situation in the context of happenings in East Pakistan U Thant said, "The situation is one in which political, economic and social factors have produced a series of vicious circles which authorities concerned and of the international community to deal with the vast humanitarian problems involved. Border clashes, clandestine raids and acts of sabotage appear to be becoming more frequent and this is all the more serious since the refugee must cross this disturbed (East Pakistan-India) border if repatriation is to become a reality."

"Nor can any of us in the United Nations afford to forget that a major conflict on the sub-continent could all too easily expand," he added.

U Thant also stated that the civil strife in East Pakistan was an internal affairs of Pakistan.

E. Pak situation explained to 3 delegations

United Nations (New York), Sept. 23 (APP): The leader of Pakistan's delegation to the UN General Assembly, Mr. Mahmud Ali on Wednesday explained to heads of three delegations the background to the recent troubles in Pakistan.

He met Foreign Minister of Nigir M. Mamadou, Foreign Minister of Jardan Abdullah Salah and Indonesia delegation leader Djapannagrat, who according to a Pakistani spokesman hold the East Pakistan question as Pakistan's internal matter and that none should interfere in it.

The spokesman said Mr. Ali pointed out to the three heads of delegations that the Indian interference in Pakistan's internal affairs could be put to an end only if friendly countries used their good offices of tell India to desist from pursuing such a policy. If that was not done it would open up a way for interference by one state into the affairs of others.

The Pakistan delegation chief also pointed out that so called non-alignment of India stood exposed after the signing of the Indo-Soviet military pact.

He told them that the non-aligned states whom India had been trying to use in pursuance of her designs against Pakistan should be aware of her designs.

Mr. Mahmud Ali and heads of three delegations noted and their respective countries were warm and friendly.

Niazi visits Chalna Port

Lt. Gen. A.A.K. Niazi, commander, Eastern Command and Martial Law Administrator, Zone 'B' yesterday visited Chalna Port and saw for himself the riverine traffic functioning normally.

Gen. Niazi was accompanied by senior military officers.

He also visited a naval ship and spent some time on board.

Earlier, he went to Jessore where he met the troops and saw them busy in their normal training.

The local commander also apprised Gen. Niazi too. The details of a raid by Pakistan troops on a hide-out of Indian agents in the border area between Benapole and Satkhira on Tuesday last. The hide— out was completely mashed.

5,600 More DPs return

Five thousand and six hundred more displaced Pakistan nationals returned to East Pakistan, it is officially learnt, reports APP.

Four thousand and five hundred of these displaced persons returned through different reception centres, and 2195 of them reported at Satkhira and 652 at Jhikergacha.

Among the returnees there were 3,200 non-Muslims of whom as many as 3,100 returned through reception centres.

MLO 182 issued

More areas have been included in Martial Law Sectors 3 and 5, according to Marital Law Order No. 182 issued from the headquarters of Martial Law Administrator, Zone 'B' the other day, says on ISPR release.

Following is the text of MLO 182:- "1. Martial Law Zone 'B' order no. 150 dated 7 June 71 is further amended, as follows, namely:-

In the aforesaid order for existing entry under sector 3, relating to paragraph 1 c (1), The following shall be substituted namely:

'C' sector 3

(1) Entire area comprising the Civil Division of Khulna including Chalna Port and Faridpur District of Dacca Division"

(2) Maritla Law Zone 'B' Order No. 150 dated 7 June 71 is further amended, as follows, namely"-

In the aforesaid order, for existing entry relating to sub-sector 8 in paragraph (3) (a) the following shall be substituted namely:-

"(3) Sub Sectors

(a) Jessore and Khulna Districts including Chalna Port with HQ at Jessore."

(3) Martial Law Zone'B' Order No. 150 dated 7 June 71 is further amended, as follows, namely:-

In the aforesaid order, for existing entries relating to paragraph 1 e(1), under sector 3, the following shall be substituted namely:-

"e Sector 5."

(1) Port of Chittagong including the coastal waters of East Pakistan."

Steps to counter Indian propaganda. President's special envoys touring three continents

Islamabad, Sept. 23 (APP): Pakistan is taking steps to counter the Indian propaganda against Pakistan about the situation in East Pakistan and at present, three special envoys of the president are touring three continents to acquaint the Governments of the respective countries of the situation in the sub-continent.

The Indians have sent their Ministers and envoys to misrepresent the happenings in East Pakistan and in the sub-continent and their campaign of false hood is raging unabted. The Indian Premier, Mrs. Indira Gandhi, will also join the chant of "hate Pakistan" being raised by her at home and abroad, when she undertakes her foreign tour, shortly.

Mr. S.K. Dehlavi, Pakistan Ambassador in France, is currently touring African continent and meeting the representatives. Ministers and officials of these states to counter the Indian propaganda and to explain to them the basic  facts of the situation. He is also explaining the Indian moves to interfere in the internal affairs of Pakistan.

Mr. Iftikhar Ali Malik, Ambassador in Turkey, is touring certain European states, and Mr. Aslam Malik, Ambassador in Arab Republic of Egypt, has proceeded on an extensive tour of Latin American states for the same purpose. Mr. Mohammed Mr. Khan, a former Permanent Representative at the United Nations, will also tour some important countries to protect Pakistan's view point.

Some distinguished Pakistani leaders of public opinion in various walks of life including political, cultural and educational fields, are also visiting foreign countries on their own expense to counter the Indian propaganda.

Sarder Ibrahim Khan a former President of Azad Kashmir and at present a distinguished lawyer, has already left for New York to be present there during the General Assembly session. Dr. I.H. Qureshi, former Vice Chancellor of the Karachi University will leave shortly, while Mir Laik Ali, former Premir of Hyderabad state, which was forcibly occupied by India, is also likely to under take a foreign tour.

Journalists

Those who have gone, also include a journalist Mr. Aziz Beig of Lahore and two journalists from East Pakistan, Mr. S.G.M. Badruddin and Khondkar Abdul Hamid, some educationists from East Pakistan are also getting ready to take part in this effort to remove the effects created by the Indian campaign of vilification.

Generally all these emissaries and envoys will brief the foreign governments and others who matter informing the public opinion in those countries about the present state of relations between Pakistan and India. They will especially elaborate the aggressive and hostile posture assumed by India which was a continuation of the longstanding Indian effort to destroy Pakistan.

It is understood that the response from the African countries has been helpful and their is now better understanding  among the African nations about the situation in the sub-continent and the Indian attempt to confuse issues has been countered to a considerable extent.

Indian diplomacy is also reported to have run into tough waters among the non-aligned nations. Several countries have openly opposed India in her plan to use the platform of the non-aligned countries to malign Pakistan and to spread falsehood-about the situation in East Pakistan.

East Pak situation internal affair, says Adam Malik

United Nations, Sept. 23 (APP): The new President of the United Nations General Assembly Dr. Adam Malik declared before the world press here last night that East Pakistan problem was Pakistan's internal affair.

Replying to questions about the possibility of the question being raised in the General Assembly and any UN initiative to solve it he said: "We cannot force Pakistan to take any steps. It is their internal problem."

At his first press conference he was confronted mainly with questions on the Chinese representation, Middle-East and Vietnam.

Questions on East Pakistan were put towards the end and he expressed against the issue being raised at the UN General Assembly.

"If it is brought up before the General Assembly there will be no end to it, he told the largely attended press conference his first after taking over the office.

"Therefore it was much better if it was discussed behind the scenes. You must push the Pakistanis and the Indians to deal with this political problem between them."

His stand on the East Pakistan question is in the line with Pakistan's point of view and when an Indian journalist pointed out that New Delhi does not consider it as a problem between India and Pakistan as stated by him he only replied, "I am aware of that."

9 ML leaders term Huda's removal illegal

Nine (convention) Muslim League leaders of the province yesterday termed as "illigal" the removal of Mr. Shamsul Huda from the presidentship of the East Pakistan Convention Muslim League by the party chief Mr. Fazlul Quader Chowdhury, reports APP.

In a joint statement they told that Mr. Fazlul Quader Chowdhury's action would have no effect on the presidentship of Mr. Shamsul Huda who was elected by the provincial council.

They also hailded the appointment of Mr. Shamsul Huda as the Chief Organiser of the East Pakistan Muslim League by Khan Abdul Qayyum Khan, President of Pakistan Muslim League (Qayyum Group). They described his appointment as a "good step" towards the unification of the three factions of ML.

The signatories to the statement were: Messers Mohammad Hussain, president Dacca City Muslim League, Sajedul Huq, Secretary, Comilla District ML, Abdul Awal, Secretary Dacca District ML, Nurul Islam, Vice President Dacca City ML, Badrul Ala, Secretary Jessore District ML, S.M.M. Haque, joint secretary, Dacca city ML, AL-haj Habib Fakir, Member, Working Committee, East Pakistan ML, Manjurul Huque, Joint Secretary, East Pakistan Provincial ML and Nasirudding Ahmed, secretary, Dacca City Muslim League.

Sulaiman's call to revitalise economic life

Mr. A.S.M. Sulaiman, East Pakistan Minister for Labour and Social Welfare Department and Family Planning, appealed to the workers to make all out efforts for revitalisation of the economic life of the province.

The Minister who was talking to a deputation of the East Pakistan Road Transport Corporation Workers Union, who called on him yesterday, assured them that the Government would do everything possible to realise the legitimate demands of the workers. The deputationists submitted a memorandum to the Minister enumerating their grievances.

Mr. Sulaiman said that steps were being taken for quick rehabilitation of displaced workers as enunciated in the policy statement of the East Pakistan Governor, Dr. A.M. Malik.

UN urged to extend help for return of DP families

The Vice-President, East Pakistan Council for Child Welfare, Begum A.J. Khan yesterday urged the United Nations and the aid giving agencies to extend their help for the return of the unfortunate displaced families to Pakistan and save them from ruination reports APP.

In a statement Begum Saheba pointed out the press report on the death of the East Pakistani children in India whose parents had crossed the border due to false and malicious propaganda of India and asked them to take due notice of the fact.

She said it is tragic to learn about 1.50 lakh Pakistani children whose parents have crossed the border due to false and malicious propaganda of India have already died on the foreign soil, from Cholera and other diseases as well as without proper food, clothing and shelter and many more are going to succumb to death due to such neglect and dyspathy as has been observed and stated by no less a person than Dr. John Searman of the Save the Children Fund who had been there to administer aid and relief to these unfortunate children.

This situation has aggravated due to the forced withdrawal officials of foreign agencies who were looking after the East Pakistan refugees in India.

These unfortunate victims are also not allowed to return to their homes. The offer of general amnesty by the President of Pakistan awaits them and the Governor of East Pakistan has also given his assurance. Moreover number of camps for these displaced persons have been opened to provide them with food and necessary medical attention and their kith and kins are also awaiting to take care of them on their return.

The United Nations and the aid giving agencies who have extended their help to these East Pakistani refugees on the humanitarian grounds should take due notice of the fact and extend their help for the return of these unfortunate displaced families to Pakistan and save them from ruination.

Visits Saver Farm

The Minister for Food and Agriculture Mr. Nawazish Ahmed visited the dairy and cattle improvement farm at Savar yesterday morning. He was accompanied by the Director of Livestock Services East Pakistan, it was officially stated here.

The Minister who went round various sections of the farm evinced keen interest in its functioning. He was happy to see the development and progress of the farm which is producing about 3,800 lists. of milk per day for public consumption.

Mr. Nawazish Ahmed visited the cattle sheds where cattle of different breeds are kept.

Talking to the officials and the staff the Minister advised them to work with utmost sincerity to improve the cattle wealth and also to recoup the loss sustained due to the last disturbances.

Pakistanis capable of facing any threat- Bhutto

Quetta, Sept. 23 (APP): The Chairman of the Pakistan People's Party, Mr. Zulfikar Ali Bhutto has said that the people of Pakistan were courageous, fearless and chivalrous and had the capacity to face any threat or challenge not only from India but even from the biggest power.

He was talking to newsman of the Samungli Airport on his arrival here this morning by PIA to preside over the Central Committee Meeting of his party.

When a correspondent drew attention to repeated Indian threats posing grave danger to territorial integrity of Pakistan he said the people of Pakistan were capable enough and knew how to render the supreme sacrifice to safeguard their independence and they had given practical proof of it on numerous occasions in the past. He said his party with full support and cooperation of the people would contribute its due share when even such an occasion arose.

Mr. Bhutto said his party would continue its efforts for the creation of a society based on social justice. He said the party had always been giving top attention to the people's problem.

He said the condition of the people could not be ameliorated until country's resources were fairly distributed among the people, he stated.

Mr. Bhutto held out an assurance to the people of Baluchistan that his party would give due consideration to their problems. It was for this reason that the meeting of the central committee had been arranged this time at Quetta so that proper attention could be given to the problems of this area. He was confident that it would have far reaching effects towards solution of various problems of Baluchistan.

The People's Party Chairman was of the view that Baluchistan was a very backward province.
