Governor assures all help to flood victims

Pabna, Sept. 26 (APP): East Pakistan Governor, Dr. A.M. Malik today held out the assurance that the Government would provide all assistance towards speedy rehabilitation of those affected by the recent floods.

The Governor was addressing a public meeting. Before landing here the Governor accompanied by the Relief Commissioner flew over the districts of Rajshahi and Pabna to make a survey of the latest flood situation.

He saw flood waters receded almost in all areas and people started returning to their homesteads. He was informed by the local officials that 30,000 maunds of foodgrains, Rs. 6,50,000 as gratuitious relief, Rs. 3,50,000 as house building grants had already been sanctioned for the district, besides Rs. 15 lakhs were earmarked for undertaking test relief work in the district.

Reviewing the progress of relief operation the Governor assured that more help both in cash and kind would be made available to the district as soon as detailed survey of the extent of damage were complete.

He noted with satisfaction that the district authorities were making necessary arrangements for under-taking large scale rabi cultivation to recoup the last crop.

Turning to the law and order situation the Governor said that the Government had already chalked out programme in collaboration with the United Nations to rehabilitate the returnees and the displaced persons. He solicited cooperation of the local people in carrying out this scheme successfully so that normal conditions could return fully within the shortest possible time.

In this connection, the Governor cautioned the people about their enemies who were out to create lawlessness and despondency in the society. He said that unity in them and unshakable faith in their religion could only lead them towards success against all odds.

Earlier, addressing a big gathering including Razakars at the local college premises the Governor asked the younger generation to build up character and integrity to provide correct leadership to the people.

The Governor advised them to wage a war against corruption, profiteering and all sort of vices from the society. He hoped that the Razakars and solidarity of the country would also try to win over the hearts of the people by their personal good behaviour, honesty and integrity of character.

A spokesman of Razakars assured the Governor that they would try their utmost to live up to the expectation of the society and continue to fight for the cause of faith and the country.

The Governor later discussed local problems with the officials and members of the Peace Committee.

He returned to Dacca in the afternoon.

Malik asks students to join classes

East Pakistan Governor, Dr. A.M. Malik yesterday appealed to the students to join their educational institutions and build up their future, so that they could take up the responsibility as leaders of tomorrow reports APP.

Inaugurating the special radio programme of the students of colleges and universities of the province at Radio Pakistan Dacca yesterday evening, the Governor advised the students that devotion to the academic discipline was of supreme importance, so that they could excel themselves in their respective field and be of good service to the nation.

The Governor also asked the students community to build up their character, so that they could up-hold the banner of truth high in order to dedicate themselves to the service of Pakistan.

He said without education no people could make any progress and , for that "we need top people everywhere." In order to that the nation can move forward in its on ward march to progress, all vacuum in the field of competent leadership has to be filled up, he added.

Referring to present situation, Dr. Malik said that the nation have been passing through a crisis of grave magnitude as a nation.

He said that this was a crisis of our conscience our failure to inspire the nation by noblest virtues of the faith characterising its ideology, justice, fairplay brotherhood; fellow-feeling and toleration.

The Governor advised the students not to abstain from their schools, colleges and universities as it would do incalculable harm not only to themselves but also to the cause of well-being and progress of the nation to which we all remain committed.

Following is the text of Governor's speech:

Director General, Radio Pakistan, my student friends, ladies and gentlemen.

I am indeed very happy to be here this afternoon on the occasion of the inauguration of the special programme for the students of Universities and colleges arranged by Radio Pakistan, The purpose of the programme, which has been explained lucidly by the Director General in his address, will provide a regular forum to our student community not only to display their creative talent in different fields, but also enable our youths, who are the future hope of the nation, to imbibe the finest values of our faith and culture. I congratulate Radio Pakistan, Dacca, most heartily for organizing this programme.

2. As you all know we have been passing through a crisis of grave magnitude as a Nation. There have been various attempts to explain this crisis. To my mind, this is a crisis of our conscience our failure to inspire the nation by the noblest virtues of the faith characterizing its ideology, justice, fair-play brotherhood, fellow-feeling and toleration. Never was the necessity, of self analysis as a nation so great as it is to today and this to be meaningful, to be in the context of our history in this sub-continent. The conditions of Muslims after the failure of their first struggle to regain Independence in 1857 is much too well known to be repeated. Our oppressors conspired with the then rulers to subjugate us economically, socially and culturally. The Muslims of this sub-continent non-cooperated and boycotted the educational facilities available at that time; and it was the beginning of our misfortune and backwardness: till the situation was rectified by the bold attempts of leaders like Sir Syed Ahmed Khan, Nawab Abdul Latif and Sir Salimullah.

That point I am trying to impress on my young student friends is that without education no people can make any progress: and for that we need top people every where. In order that the nation can move forward in its onward march to progress all vacuum in the field of competent leadership has to be filled up. This certainly cannot be done by keeping away from schools, colleges and universities. It will do incalculable harm not only to yourselves but also to the cause of well-being and progress of the nation, to which we all remain committed.

3. This is a sheer necessity to sustain independence because this can only be achieved by a nation of competent people inspired by an ideal and a faith. Again competence in a particular field be that engineering, education, administration or medicine is something which has to be acquired by sustained hard work and by sincere devotion to ones field of study. In order to be at the top in any field the foundation of ones knowledge in a particular discipline has to be on a very sound basis. Your devotion my young friends, to the academic discipline is, therefore, of supreme importance so that your respective field and be of good service to your fellow-being . Those who ask you to boycott education are, therefore, your enemies.

4. It is for you to come forward to join your educational institutions and build up your future so that you can take your responsibility and the task of nation building as leaders of tomorrow. In doing so there has to be however harmony between competence and character because competence, when not accompanied by character, tends to be irresponsible. This reminds me of the well known proverb-"when money is lost, nothing is lost when time is lost something is lost, but when character is lost everything is lost."

This saying has remained in a profound truth. Therefore, a national character is the essential prerequisite for the greatness of a nation. As one who has been through life and is at ones fag end, so to say, I advise you, my young friends, to build up your character so that you can uphold the banner of truth high in order to dedicate yourselves to the service of your nation. May God bless you!

5. With these few words, ladies and gentlemen, I have great pleasure in declaring the special programme for the students of universities and colleges open.

Rebels high command unnerved: large scale surrender

The large scale surrender of armed personnel including defectors from East Bengal Regiment and East Pakistan Rifles under general amnesty granted by the President has unnerved rebel high command in India which is now trying to sustain their sagging morale by promising them cash grants reports APP.

This was stated by an observer in Dacca yesterday while commenting on a New Delhi radio broad-cast on the subject.

The observer referred to the earlier reports from across the border which spotlighted wide spread unrest and frustration among the rebels who had started openly clashing with their Indian masters as well as defunct Awami League high command. According to the observer, the rebels on the one hand revolted against the attitude of Indian authorities who are using them as pawns while on the other resented the posh living enjoyed by defunct Awami League high command showing total disregard for the miseries of their countrymen.

The observer added that the rebels had also realised during their six-month futile exercise that they cannot achieve anything in the face of Pakistan Army and Razakars.

With their morale at the lowest, the rebels were looking for on opportunity to surrender, the observer said adding that general amnesty granted by the President provided them such an opportunity, and as a result a large number of them have surrendered to the authorities who have already reinstated them in their jobs and rehabilitated them without delay.

Referring to the retired CoL. Usmani's statement broadcast by All India Radio on Saturday night, the observer said that chief of the so-called rebel group has openly admitted heavy causalties and has made an attempt to boost their morale by making phony promises so as to keep them in his trap. But the offer of amnesty and rehabilitation in their own hearths and homes has convinced them of the necessity to return to their home land particularly when they know fully well that the retired Colonel was a frustrated eccentric bachelor who is being utilised as a tool by India for her nefarious designs against Pakistan.

Col. Usmani's confession, the observer said, comes in the wake of reports of heavy rebel consualties from various border areas. Recently the rebels have been suffering heavy casualties besides losing large quantities of arms, ammunition and explosive,

Those captured or surrendered have confirmed that Indians are fully active on the border and force the rebels at gun point to disrupt civil life in Pakistan, the observer concluded.

Move for electoral alliance by like minded parties

Top East Pakistan leaders of six political parties are expected to meet informally in Dacca early next month to discuss afresh. The possibilities of evolving an electoral alliance between the "like-minded" political parties.

No date for the summit of top political leaders of Pakistan Democratic Party, Jamaat-e-Islami, three Muslim Leagues and Nizam-e-Islam Party has been fixed but it is hoped that the meeting will take place a couple of days after the ban on political parties in lifted.

The ban on political activities is likely to be lifted from the first of next month.

Hectic backdoor parleys have started in the provincial capital following the announcement of bye-election dates, to draw an agreed panel of the candidates. Some of the senior leaders have been moving frantically to persuade the leaders of the like minded parties to forget the past differences under the existing circumstances and contest the elections through an agreed panel.

The five political parties Jamaat-e-Islam, Pakistan Democratic Party, Council and Convention Muslim Leagues and Nizam-e-Islam during the last general election had to a large extent put up agreed candidates in different constituencies.

The council Muslim League which is taking initiative this time to bring the top leaders of like minded political parties around the table to discuss the problem of bye-elections and the role of the patriotic parties, appears confident of the success of such a move, the provincial chief of the Council Muslim League Khwaja Khairuddin who has been authorised by his central party to negotiate with other like—minded parties on the issue told Morning News on Saturday by all like minded and patriotic parties and added "I see no reason why this mission could not be achieved to the satisfaction of all concerned."

Meanwhile sources close to Muslim Leagues and PDP hinted that they have in principle agreed to such an understanding and have already verbally instructed their different units to draw as far as possible a list of agreed candidates.

The "alliance" is expected to set up candidates for all the national and provincial assembly seat declared vacant. Till yesterday 78 NA seats have been declared vacant. By-election for the provincial assembly seat will be held in 105 PA constituencies.

A source close to PDP told Morning News that the PDP will set up candidates only in the constituencies for which it had contested during the last general election. There was not much of unanimity among other parties over the selection of the candidates.

Meanwhile the recent controversy in the Muslim Leagues have apparently hastened the process of unification of the three Muslim Leagues and it was widely believed in the political circles that if the ML's were united by the end of first week of October then an "alliance" of like-minded political parties for consteting the bye-election in East Pakistan could be worked out in less than a week's time. And if the district units of different parties sent the list of agreed candidates by the early second week of October. Then also the list may be finalised by the third week of October.

"Distress grants" to kins of deceased Razakars distributed in Khulna"

Khulna, Sept. 26. (APP): A solemn ceremony in connection with the distribution of "distress grant" to the next of kins of the deceased Razakars of Khulna district was held yesterday in the Khulna Zilla School auditorium.

Mr. Hasanuzzaman, Commissioner, Khulna Division, Khulna presided over the function.

Maulana A.K.M.Khan Farqul, Alhaj Abdul Ahad, S.M. Amjad Hossain, Ex-Education Minister and Rashidul Hasan Deputy Commissioner, Khulna spoke on the occasion.

They dwelt upon the ideology of Pakistan and recalled the past glory of the Muslims and the glorious achievement of the brave Pakistan army during the 1965 September war, They also paid tributes to Razakars for their gallant activities.

They condemn Indian action in order to create disturbances in this part of Pakistan by sending armed infiltrators and agents.

The commissioner of Khulna Division in his short presidential speech praised the activities of the Razakars who have successfully captured a good number of miscreants and anti-social elements including huge quantity arms and ammunition all of Indian origin during clashes in the different areas of the Khulna district.

He asked people to work hard to make Pakistan modern and welfare state.

31 cash prizes amounting to Rs. 1,000 each to the next kins of the deceased Razakars were given.

Jamaat meeting on Oct. 2

A three day session of the Majlish-e-Shoora of East Pakistan-e-Islami will begin in Dacca on October 2.

The session convened by the provincial Ameer, Prof. Ghulam Azam will discuss among others the present political situation and the ensuring bye-election.

Besides the members of the Majlish-e-Shoora, the district Ameers of the Jamaat have also been invited to attend the session.

Relief materials sent to affected areas

The East Pakistan Provincial Branch of the Pakistan Red Cross Society sent on 13th, 19th and 23rd September 1971 blankets 1500 pcs., saree 5100 pcs., lungi 1400 pcs., chaddar 900 pcs., shirting 3 bales, old clothing 58 bags, children clothing 100 pcs., vests 3000 pcs., noodles 987 cartons, milk powder 787 bags and condensed Milk 2,840 cartons to Tajuddin and Daulat Khan police stations under Bhola sub-division for free distribution among the recent cyclone and tidal wave affected people. The society also sent 12 speed boats to Bhola to facilitate its relief operation in different parts of the sub-division. Mr. Berweger a delegate from the League of Red Cross Societies, Geneva and some workers of the Society are distributing these relief articles people of these parts. The Society also supplied on 16-9-71. different types of medicines to 'Save the Children Fund," a welfare organisation of United Kingdom to run their health project in the cyclone affected areas of Bhola sub-division, says a press release of the East Pakistan Red Cross Society.

Indian's campaign to push Muslims into Pakistan intensified

Islamabad, Sept. 26 (APP): India has stepped up its campaign to oust Muslims from its border areas and pushing them into Pakistan.

According to Mr. Amrit Nahata, Congress M.P. Hindu communal organisations, Jana Sangha and the R.S.S in collusion with bureaucracy are creating a spy scare and fabricating imaginary stories of Pak infiltration among the Muslims living in the border areas of Rajastan.

In an interview, published by Weekly Radiance; Delhi; he said that the elected representatives of the Muslims in the border area had been detained and implicated on "false and cooked charges."

He disclosed that 150 Muslims were packed by police in trucks and pushed into Pakistan about a month ago. He said he had already sent a letter to Prime Minister Mrs. Indira Gandhi apprising her of the state of affairs.

Mr. Najata told the Prime Minister in his letter that, "dozens of mosques have been demolished and hundreds of peasants have been deprived of their land in the areas."

Remain united to protect integrity

Mr. Akhtaruddin Ahmed, Provincial Minister for Commerce and Industries and Law and Parliamentary Affairs called upon the people to remain united  as one man to protect the integrity, solidarity and sovereignty of Pakistan, reports APP.

He was addressing a gathering at the reception given in his honour by the Tejgaon and Ramna Thana Reception Committee at the Engineers Institute in Dacca last evening.

Dwelling on the background of Pakistan movement, the Minister said that the Muslims in this part of the sub-continent were ruthlessly exploited by the Hindus and were subjugated in every walk of life. Finding it absolutely impossible to live with the Hindus, the Muslims under the leadership of the Quaid-e-Azam launched a movement which culminated in the achievement of their cherished homeland of Pakistan.

It was only because of Pakistan that we Muslims made progress in various walks of life which otherwise would not have been possible.

He said it was, therefore, our bounden duty now to protect Pakistan to the last drop of our blood against all odds. It is for Pakistan we exist and again it is for Pakistan we die, he declared amidst loud cheers. 

Advise

Giving a word of advice to the younger generation in particular, the Minister urged them to realise the various responsibilities that developed on them at this juncture of our national history.

He told them not to be misled by mischievous propaganda unleashed by our inimical neighbour.

The Minister commended the patriotism of our people and added that if they had known the designs of the six points earlier they would not have voted in their favour in the last general election.

He said that if God forbid Pakistan ceases to exists.

Muslims will lose their separate identity and will be in bondage under the Hindus.

Concluding he urged the people to extend their co-operation in making Pakistan a welfare state free from all exploitation.

The entire crowd raised full throated slogans with the Minister of Pakistan Zindabad, Quaid-e-Azam Zindabad.

'Bangla Desh' movement a conspiracy against Islam

United Nations, Sept. 26 (APP): Mr. A.T. Saadi, a member of Pakistan delegation to the UN General Assembly addressed a well attended Friday congregation in  the Prayers Hall of the UN Building.

He explained to the audience events which brought the Pakistan Army out to save the country from disintegration and said the so-called Bangla Desh movement was a conspiracy against Islam.

He said religious leaders in East Pakistan were special targets of the man of the so-called 'Mukti Fouj' which operates on the borders of India and cited the murder of Maulana Mustafa AL-Madani as an example.

He said the people of East and West Pakistan are devout Muslims and would unitedly fight against any aggressor to protect their homeland.
