Pakistan intimates friendly countries of aid requirement

Islamabad, May 17 (APP): Pakistan has circulated a note to friendly countries including members of the World Bank's aid consortium, and socialist countries, regarding the assistance needed for relief and reconstruction programme for East Pakistan.

Official sources told APP here today that the note is a follow up of the meeting between the UN Secretary General U Thant, and Mr. M.M. Ahmed, Economic Adviser to the president While in New York Mr. Ahmed had stated that he indicated Pakistan's requirements to the UN Secretary General in connection with the relief and reconstruction of the Eastern Wing. The relief, as it becomes available, will be handled and operated by Pakistan's own relief agencies as well as official machinery.

He had further said I think we will prepare a plan and use our own distribution machinery but UN experts will be available to assist in these operations.

The note indicates priorities of relief and other materials Pakistan would like to have. It includes telecommunications and transportation equipment materials for rehabilitation of the transport system, coasters and boat, and food which might be needed after three months or so. The total cost of the material and equipment required has not been worked out yet.

The tentative estimate by the officials is that around two and a half lakh tons of food will be needed. Arrangements were previously made between Pakistan and the United States for supply of food under PL 480. Out of this the US has yet to supply 2,00,000 which can be activated. Indications are that US may be able to supply one and a half lakh tons of food out of this balance.

The United States had offered Pakistan that it can supply 750,000 tons of food , as relief for the cyclone sufferers. The offer was made in November last year. Pakistan hopes, this quantity might be made available sometime.

Pakistan seeks 2.5 lakh tons of foodgrains

UN (NewYork) May 27 (Reuter): Pakistan has requested at least 250,000 tons of foodgrains, coastal ships and vehicles through UN agencies to help East Pakistan, the UN revealed yesterday.

The requests for humanitarian aid were conveyed in letter by Mr. Agha Shahi, Pakistan's permanent representative in United Nations.

Mr. Shahi's letter said that as rebuilding of road and railway bridges in East Pakistan was likely to take sometime, good supplies would have to be distributed principally by water.

Pakistan would greatly appreciate any help from the UNICEF and any other UN agencies could give in  the lending or acquisition of 15 coastal crafts of 1,000 tons and 15 more of 500 tons.

The supply of about 500 land vehicles —particularly trucks— would also be very helpful.

The letter recalled that Pakistani president Yahya Khan had advised U Thant that international aid would be administered by Pakistan's own relief agencies.

However, my Government will be prepared to associate UNICEF and other personnel in the planning and organisation of the task of relief," the letter said.

US offers coastal vessels, food for East Pakistan

Washington, May 27 (Reuter): The U.S. is ready to provide coastal vessels, food and other supplies as part of an international relief effort for East Pakistan, the State Department announced last night.

It said in a statement that welcomed the Pakistan Government's formal request for international relief made in a letter to the United Nations yesterday.

The State Department added that the United states had for several weeks been planning a relief programme in anticipation of Pakistan's acceptance of international aid for the eastern region.

U.S. officials said they were satisfied that Pakistan would use the aid for humanitarian purposes. The aid is to be distributed by the Pakistan Government in consultation with US officials, the State Department said.

The United states already has allocated 2,500,000 dollars in relief aid for East Pakistan. Of this amount 500,000 dollar (200,000 sterling) is immediately available, officials said.

The aid programme outlined by State Department yesterday included sending an Agriculture Department official to survey East Pakistan's two major ports and to make recommendations to facilitate the unloading and movement of food supplies.

In addition, the US is discussing with the Pakistan Government to provision of coastal vessels to help transport foodgrain and other commodities from the ports to inland distributions and in the critical areas that were hit by last November cyclone.

The State Department also said that to help meet the urgent need for food in cyclone disaster area, the US was prepared to provide an additional 150,000 metric tons of food for the region, and make available under an existing agreement, 1,70,000 metric tons of foodgrain for East Pakistan.

East Wing companies allowed time : profit and loss accounts

Islamabad, May 27: The Securities and Exchange Authority of Pakistan has decided to allow further period to East Pakistan based companies for preparing and transmitting profit and loss account and a balance sheet for the first half year of its year of accounts.

All companies, it may be recalled, whose securities are listed on the stock exchange were required under rule 13 of the Securities and Exchange Rule 1971 to prepare and transmit by April 30, 1971, to the Stock Exchange its Security holders and Securities and Exchange Authority of Pakistan, a profit and loss account for and balance sheet as at the end of the first year account ending on March 31, 1971, within one month of the close of the half year.

For East Pakistan-based companies and those companies which are operating through branches located in East Pakistan the last date for submitting the profit and loss account and balance sheet has been extended up to July 31, 1971. The extension will be available to companies which are based in East Pakistan and have to consolidate their accounts—in East Pakistan or which are based in west Pakistan and have to incorporate the East Pakistan figures in their consolidated accounts.

Other companies, which were previously required to transmit the half yearly account by April 30, 1971, have been allowed extension up to May 31, 1971.

All objectionable printed materials to be deposited

The ML authorities here yesterday directed all concerned to deposit with the nearest ML Headquarters all objectionable materials such as books, posters, pamphlets or bills which fall under the purview of MLP 51.

No person shall publish, print, circulate, or cause to be published, printed of circulated or be in possession or any book, pamphlet, poster, leaflet or other document, which is calculated to create or excite feelings of enmity, ill-will or hatred between the populations of the two provinces or the populations of any region or parts of Pakistan or between the communities, sects, classes, or sections of the citizens of Pakistan, nor shall any person by words either spoken intended to be read, make or publish any statement which is disrespectful to the Quaid-e-Azam or which is calculated to prejudicially affect the integrity of Pakistan. Maximum punishment 7 years R.I.
