Moudoodi's memorandum: Muslim countries apprised of real E. wing situation

Lahore, June 6 (APP):

Maulana Syed Abul Aala Maudoodi, Chief of Jammat-e-lslami has sent a lengthy memorandum to Governments and public leaders of Muslim communities, newspapers of the Muslim world and their political and religious organisations to apprise the Muslims of other countries on the real situation in East Pakistan.

According to a Jammat Press release, the memorandum has been sent to remove all doubts and misconceptions being spread by Indian embassies and Bengali separatists in the Muslim world.

The press release said, ever since Pakistan Armed Forces have started the action against secessionist elements of East Pakistan and Indian infiltrators, Maulana Moudoodi has been constantly receiving letters and information from abroad stating that "the Bengali separatists living in foreign countries were propagating that the Pakistan Army was shedding the blood of innocent Bengali Muslims."

Secessionist movement

The memorandum released to the press here yesterday said "first of all it has become quite clear that the Muslim population of East Pakistan never wanted secession. Inaeighter these Muslims voted for Sheikh Mujibur Rahman to promote the separate secession. Nor these Muslims of this region participated in the rebellion starting from March 1, 1971.

As a matter of fact this secessionist movement was started by a particular section of the extremists who had been taught and educated in the colleges and Universities mostly by Hindu professors and had no education of Islamic teaching.

This section of the society has taken inspiration from the literature written by Hindu authors. They had become alienated from Islam and atheism and moral evils had spread among them on a very large scale. This section of the Muslim population was supported by Bengali Hindus numbering between 80 lakhs and one crore.

Linguistic nationalism

"when the Ayub regime came to and end and the new era started, the designs of the leftist forces to disintegrate Pakistan also did not remain hidden. These elements tried their utmost to split the country into conflicting groups by creating and fanning prejudices on the basis of territorial and linguistic nationalism. The main target of their campaign was East Pakistan.

"During the recent general elections, these foreign elements including Hindus, zionists and other provided large scale financial support to parties which were entirely regional in their composition.

One of these had no influence in West Pakistan. The enemies had thus clearly in their mind that if the regional parties succeeded, Pakistan would automatically split.

As it has been mentioned above, between 80 lakhs and one crore Hindus lived in East Pakistan and they extended their full support to Sheikh Mujibur Rahman.

Here it is very pertinent to note that even if any Hindu candidate ventured to contest from any constetuency, Hindus exercised their vote in favour of Sheikh Mujibur Rahman's candidate and discarded their co-religionist.

"During the election campaign from the very beginning till the polling day, Sheikh Mujib's party in the eastern wing continuously restored to violence and hooliganism to win the elections. Thus with the help of unlimited financial resources and widespread hooliganism and violence coupled with the support and influence of those Government officials who were with them especially in the eastern wing, the result of the elections were exactly as the enemies of Pakistan desired to be, that is that in East Pakistan one regional party Majority.

Six Points

"Sheikh Mujibur Rahman started to stress continuously his six points which were in fact the programme for separation. Only a cursory glance on six points was enough to make it clear it was a plan for dividing Pakistan into various independent states. Sheikh Mujib twice took an oath at two different public meetings, from the elected members of his party that they would not budge an inch from this six points programme. Along with this the sheikh had forcefully advised the people that if they deviated from these points they "should be buried alive."

"Sheikh Mujib wanted that the Assembly should so immediately summoned into session so that he may get a constitution framed on the basis of the six points through his majority vote in the Assembly.

"Amid this conflict, March 3 was fixed as the date for the Assembly session. Rebellion

"The announcement for the postponement of the Assembly was made on March 1 which was immediately followed by a rebellion in East Pakistan. As a result of this rebellion, Sheikh Mujib and his party practically took over the civil administration. Courts were closed on his orders. Government offices were also closed, Police and other misled Bengali Government employees sided with them. Pakistan's national flag was set on fire. The National Anthem was replaced by a poem written by Tagore a Hindu poet.

This poem was written by Tagore in 1905 to stop the division of East and west Bengal and maintain the unity of one Bengal. Thus it become quite obvious by the adoption of this poem as the National Anthem that Sheikh Mujib's party was truly imbued with the Hindu mentality.

Bangladesh Flag

East Pakistan was named "Bangladesh" and the flag of independent "Bangladesh was hoisted. The houses of peaceful citizens were looted and ransacked. Assaults were made on the life, property and honour of thousands of such Muslims. Atrocities were committed against the helpless Muslims.

"It was ironical that Muslims collaborated along with extremists and socialists and Hindus in the mass killing of Muslims and in looting their property. Seldom in history such a horrible scene might have been witnessed that Muslim killed their fellow Muslims in co-operation with infidels. But this perversity was performed by the extremists and socialists whose names were like Muslims. The question arises as to whether such dully punished then how can the sacred name of Muslims of Islam be used in their favour and who can allege that Muslims were being killed.

Humiliation

'President Gen. A.M. Yahya Khan tried his best from March 15 to 25 that some how agreement should be arrived at with Sheikh Mujibur Rahman as a result of which Pakistan could be saved from shattering to pieces, but in vain. Further, during the very stay of the President at Dacca the Armed Forces suffered humiliation o several occasions at the hands of extremists: their movement was interfered with, their supplies were cut off and whenever they passed from any locality abuses were shwered upon. Even a plan was prepared to arrest President Yahya Khan at Dacca.

"At this stage the Army started its action between March 25 and 26 when there was a strong apprehension that if the Army did not make advance, extremists would advance and announce the independence of the 'Bangladesh'. If the independence of 'Bangladesh' had been announced, India would instantly have recognised her. At a further stage, Sheikh Mujibur Rahman would have asked military aid from India and she (India) had intruded East Pakistan with her armed forces, as earlier that country had done Kashmir.

Secessionist movement

'Under the situation, who could say that the action of the armed forces was unjustified. Is there any country in the world that should play the role of spectator even if one of its parts outself from the others with the help of some other country? In the 19th century, the secessionist movement had started in two democratic states that had been suppressed with full might. In 1847 seven Roman Catholic states of Switzerland had decided to separate from the confederacy but the remaining states had fought against them and hence again brought them in the confederacy. Likewise, in 1860 the southern states of America had decided to cut them off the remaining Parts of the country but following a tough fight resulting in great bloodshed their secession was made impossible.

Recently when the movement of separation of Katanga from Cango was started, 20,000 military men were sent by UN in 1960 to suppress it. There is also the fresh example of Nigeria. All the countries recognised the right of Nigeria to use arms to put an end to the separation of Biafra. Although all the Western press and the pope himself throughout rendered the support to Biafra, but legally no country dared to say that Nigeria should tolerate silently the armed rebellion of a part of her and that military action should not be taken against it.

It means 40.7 per cent was given to East Pakistan and 51.3 percent to West Pakistan.

After the creation of Pakistan in 1948-49, the central Government started giving aid to the provinces in development plans and in 1950-51 the aid was started to be given the non-development or welfare plans.

In the non-development plan till 1970-71, the collective aid was 72 crore and 60 lakh rupees to East Pakistani and 64 crore and 3 lakh rupees to West Pakistan.

Development Plan:

Till 1970-71, 1.735 crore and 17 lakh rupees were given to East Pakistan and 1.456 crore and 50 lakh rupees were given to West Pakistan,

The income from foreign exchange: Till 1970-71 East Pakistan earned 2.304 crore and 40 lakh rupees foreign Exchange through its exports, and West Pakistan earned 1986 crore and 60 lakh rupees. The difference was due to the reason that East Pakistan continued exporting raw materials as there were title manufactured goods.

Door close for Muslims

"The doors of every sphere of life and the respectable jobs were closed for the Muslims. Such an educational system was introduced that if Muslims accepted it. they were turned into non-Muslims and if they did not accept it, they were subjected to starvation. The big Auqaf (trust) property of Muslims wee taken over by the British and their institutions were closed down. The noble families who under the Muslim rule were once rich and well-to-do people, had no place of their own for shelter and still this children could get no job except of peon or servant. "The lands which were owned by Muslims were first given in the control of Hindus as officials for collecting revenues and these Hindus were made the real owners of the land. Thus the former land lords were turned into the tenants of their own land.

"It can be estimated from the above picture that the British had reduced the Muslims to a pitiable state 80 years before the partition and Hindu domination had been exposed on them.

The Muslims were being oppressed by two masters. On the top was the British, bellow were Hindus and at the lowest were Muslims. In spite of the fact that the Muslims had a larger population in Bengal on the basis of 'which it was included in Pakistan.

Civil Servants

"The state of affairs in East Pakistan in the economic, educational and employment at the time of independence could be estimated from the following facts:

"Starting from administration, the great majority of the Government employees at the time of partition, were Hindus. Under the British rule, the highest Government service was called Indian Civil Service (ICS) only one Bengali Muslim was in this service at the partition time. Same was the position in other highest services. The Government employees had been given the option during partition either to join Indian or Pakistani service. Consequently a majority of Hindu employees preferred to join the Indian Service and they shifted from East Pakistan. Bengali Muslims themselves enjoyed a very small share of services in East Pakistan. As a result of this, 50 per cent civil and criminal court were closed down because there was no one to run them. Muslims were equal to zero in the highest services. After the partition, those Muslim civil servants who preferred to join the service of Pakistan, filled this gap of law and order in East Pakistan.

They filled this gap and the law and order in East Pakistan was restored. As these civil servants were Urdu speaking they were considered to be West Pakistanis. Later on, opportunities for East Pakistanis were created in the services which has led to the stage that at present the whole of the East wing administration in the hands of East Pakistanis. The number of the West Pakistanis and non-Bangalis is now equal to nothing in the services of East Pakistan. A considerable number of Bengali Muslims were also taken in central government. Where as, it could not be imagined at the time of partition that they would ever occupy these posts in New Delhi.

"Hindus had their monopoly in commerce and banking also. A large number of them shifted to India along with their capital after the partition and it suddenly crippled the economy of East Pakistan. The Muslims who had migrated to Pakistan from India belonged to industrial and commercial fields. Therefore, they supported the economy of East Pakistan.

Jute Industry

"All the trade of East Pakistan was carried on through Calcutta. The main produce of East Pakistan is Jute. At the time of Partition all this jute was carried to Calcutta.

All the Jute mills were in Calcutta and West Bengal In East Pakistan, there were only six mills or in other words, the jute industry was non-existent in East Pakistan.

"Railway employees were also mostly Hindus. The two big railway workshops in East Pakistan were being run by Hindus. When the Hindus shifted from there the Muslim employees of India who had preferred to join the service in Pakistan, and started the railway service in East Pakistan through great effort and took over the workshop as mentioned above the East Pakistanis got training of operating railway and railway workshops.

Parts Missing

Hindus quite cunningly diverted the anger of East Pakistanis against non-Bengali Muslims.

They included in their mind that West Pakistanis and non-Bengali Muslims were looting them and they had been turned into their slaves. Thereupon the collective anger of extremists and Hindus, were roused against non-Bengali Muslims. The capital which had been shifted to East Pakistan through non-Bengali Muslims, and by which they developed industry, trade and handicrafts in East Pakistan they felt, that was quite unsafe in East Pakistan. This is the main cause for the less investment in the private sector in East Pakistan as compared to West Pakistan. The reason was that there was no such prejudice against those who migrated to west Pakistan from India.

Income

"In the first budget after independence, the share of East Pakistan was 16/ 17 per cent in the income of the centre and at present it has amounted to 25/26 percent.

"The East Pakistan share in the income of the centre is 25/26 per cent and the remaining amount is received from West Pakistan. The following data clarifies that how much is collected from East and West Pakistan and how this income is distributed between two wings.

"From 1960-61 to 1968-69 the central income was Rs. 3,022.9 crore to which East Pakistan contribute Rs. 790.21 crore and West Pakistan Rs. 2122.88 crore. It means as a whole East Pakistan give 26.4 per cent to the centre and west Pakistan 73.6 percent. But the share which was given to the provinces by the centre was the following:

East Pakistan 387 crore eight lakh rupees. West Pakistan 390 crore and three lakh rupees.

Part Missing

"On the other hand, West Pakistan used its raw materials for manufacturing goods like clothes and shoes etc. It also started sending food grains to East Pakistan instead of exporting them.

"This difference can properly be understood if one sees the statistics which show that in 1969 to 1970 East Pakistan imported goods worth Rs. 106847 crore from West Pakistan, While West Pakistan imported goods worth. Rs. 615.79 crore fro West Pakistan imported from West Pakistan, East Pakistan would have, spent a large portion of her income in importing these things from abroad, spending a lot of foreign exchange. In the foreign exchange income, and major share is to those people who serve in other countries and send their foreign exchange back to Pakistan.

"In this connection from 1963 to 1969 East Pakistanis gave Rs. 47.8 crore to the centre in the form of foreign exchange and West Pakistanis gave Rs. 110.49 crore to the centre. It means the share of this income of East Pakistanis is 30 percent and of West Pakistani 70 percent. If all the sources of foreign exchange are collectively taken, the share of East Pakistan would be 47 percent and that of West Pakistan 53 per cent.

Normal life in Rajshahi

Rajshahi, June 6(PPI): Mr. Abdul Mannan, Secretary Council Muslim League, Sadar subdivision, has said that people of all walks of life in the area had started normal life without paying any heed to the mischievous an malicious Indian propaganda.

In a press statement here yesterday, Mr. Mannan said; that the people were fully aware of the evil designs of India and that they were determined to safeguarded the national integrity and solidarity. The people are working hard clay and night with renewed vigour and zeal to make up the losses caused by the Indian infiltrators and miscreants in the well-planned scheme of destroying the economy of the province thus bringing the crimes blow to the very existence of the country, he added.

The council League Secretary highly appreciated the efforts of the Pakistan Army for protecting the lives and properties of the peace-loving people. He said our heroic armed forces and the patriotic people have now made the normal life of the sub­division fully secure.

Events in East Pakistan internal affairs - Tunku

Rabat, June 6 (Reuter): Tunku Abdul Rahman, Secretary-General of Islamic Sectariet, said here that events in Pakistan and Jordan were considered internal affairs and the Secretariat consequently refrained from interfering in these matters.

The Tunku, who is here for the meeting of the Islamic Cultural Centre Committee which ended Friday night, said this in an interview published yesterday in the opposition Istiqlal party newspaper "Opinion".

Tunku Abdul Rahman was asked, if the secretariat contemplated taking any action against Jordan for "its permanent aggressions against the Palestine Commando Organisations."

He replied, "the secretariat is unaware of any aggression by Jordan against the Palestine commandos. According reports received, it was done for the maintenance of peace and security in the country.

"This is considered their own internal affair. It is a matter the Secretariat can not interfere in."

Replying to another question, the Tunku said events in East Pakistan were also an internal affair and the Secratariet had been informed in no uncertain terms that the Pakistan Government would not, welcome any interference in its affairs."

Considering the Secretariat was in its infancy, he said it would be "disastrous" for it to get involved in affairs that were not its concern and which could displease member states.

Regarding Muslim support for the Palestine cause ad Jerusalem, the Tunku said "I am sorry to see that the Muslim attitude is disappointing. However, with the creation of the Muslim unity symbolised by the Secretariat things may improve in time."

The Tunku is due to leave Morocco tomorrow for Jeddah to attend meetings on the Secretariat's constitution and on financial problems in preparation for the conference of Muslim Foreign Minister in Kabul next September.

Z.A. Bhutto says, Integrity & solidarity of country will be preserved at all costs

Larkana, June 6 (APP): Mr. Z.A. Bhutto. Chairman of the Pakistan People's Party, said here yesterday that objectives of PPP and Pakistan are one and the same Integrity and solidarity of the country will be preserved at all costs and all circumstances.

Our national existence is linked up with the existence of our motherland hence our all actions must reflect our deepest love and attachment with the sacred cause of glory of the state, he added.

Addressing a gathering at Irrigation Bungalow Shahdodkot, 31 miles from here, The PPP chief said that people's party is an all Pakistan's progressive and national party therefore, problems of people belonging to all parts and provinces of the country are equally important in our eyes and we shall do our best to solve them without any discrimination and distinction when we are in such a position. We have always condemned politics and movements based one parochialism and have considered all issues on national we determined to eliminate exploitation of man by man and we shall never give up our programme of emancipating people from the yoke of hunger. poverty, social injustices, corruption, illiteracy and disease. We are convinced that the country can no more be governed under old economic and political set up to the existing terrible conditions and crisis in the country which are the results of the old socio-economic and political order.

Political Stability

If permanent political stability and national prosperity ore to be achieve people must have a system under which they can insude freedom from exploitation and other social injustices.

The confidence of the people can be restored fully through implementing radical economic reforms which can remove the suffering and free people from sense of insecurity, he added.

Mr. Bhutto said that there are a few persons who have developed a creed to oppose PPP blindly and their blind criticism has caused losses only to themselves. They have narrow approach to the problems and have no trust in people. They have taken undue advantage of the abnormal condition prevailing in East Pakistan and the bas on political activities in the country. But the moment conditions changes they will neither be heard nor seen anywhere and they will voluntarily choose to disappear from the scene.

The crisis

Later addressing a workers' meeting at shahdadkot, Mr. Bhutto said that the crisis through which the nation is passing is not a new and regular phenomenon in Pakistan.

Many nations have seen such crisis in their respective countries.

The terrible crisis can be overcome by co-operation and blessing of the people. Our unshakable faith in Pakistan can not be shattered by any crisis and the nation will triumphantly come out from the present difficulties and evil designs of our enemies who will once again fatally frustrated. lie said that prestige of the workers is very high and dear in the party leadership and their importance will never undermined. They have great responsibilities towards the party and the people. Their sacrifices and services during the last election are yet fresh in his memory. They are highly appreciable.

Mr. Bhutto said that water shortage is national problem and it will be solved in such a manner that no province is deprived of its due share.

Positive Pak attitude praised: U.N. agencies will start relief work soon: Thant.

U.N. agencies will start relief work soon: Thant, United Nation, (New York). June 6(Reuter): Secretary General U Thant said yesterday he was confident that in a very short time United Nations agencies would be able to contribute substantially to the alleviation of the present situation in East Pakistan.

In a statement issued here, the Secretary General praised the "positive attitude" of Pakistani authorities in talks in Islamabad with Mr. Ismat Kittani, the UN Assistant Secretary General for Inter Agency Affairs.

Mr. Kittani went to Islamabad last week as U Thant's special envoy for talks with Pakistani Ministers and senior officials on UN relief assistance to East Pakistan.

U Thant said yesterday he had been receiving further encouraging reports from Mr. Kittani on the progress of his discussions in Pakistan.

In view of this positive attitude the Secretary General is confident that in a very short time the UN family of agencies will be able to contribute substantially to the alleviation of the present situation in East Pakistan the statement said.

Pakistan has requested from the UN 250,000 tons grains. 100,000 tons to edible oil 30 coastal vessel to supplies and about 500 land vehicles.

Mr. Kittani will visit Dacca on Monday with Egypt Mr. Bahgat El-Tawil Deputy Director of Planning and Evaluation in the U.N.'s. Department of economic and social affairs, who has been appointed by U Thant with the agreement of Government of Pakistan as his representative in East Pakistan. He will be based in Dacca to act as the focal point to insure co-ordination of the work for U.N. agencies in the relief operation.
