Strong protest lodged with Britain : Swaran's Home statement undue

interference in our affairs

The Government of Pakistan have taken strong exception to parts of the agreed statement issued on 21st June at the end of official visit to London of the Indian Foreign Minister, Mr. Swaran Singh, where he met the British Prime Minister and British Foreign secretary.

The statement mentions that to ensure the return of the displaced persons to East Pakistan, a "Political solution must therefore, be found which would be acceptable to people of East Pakistan." A formal note protesting against this was handed over to the British High Commissioner here on Monday, July 5.

The note pointed out that India had been, from the very beginning of the crisis in East Pakistan, persistently propagating a "political solution in East Pakistan based only on an agreement" with the defunct Awmai-League and its discredited leaders. In other words, India has been insisting on improving a political solution of her own choice in East Pakistan. Now strangely enough, Britain has enshrined this Indian formula in the agreed statement. The implication of undue interference in Pakistan's internal affairs was, therefore, obvious, the note said.

Needless to add here that the Government of Pakistan cannot agree to negotiate a political settlement with elements who by agitating for secession of East Pakistan have brought about the present crisis. More over, they have organised a so called "provisional government of Bangladesh" on Indian soil with the connivance, help and guidance of India.

The note remarked that in the 'agreed statement' Sir Alec Douglas Hume has also paid tribute to India's "restraint and generosity in dealing with the problem of refugees. It is rather incomprehensible, it said that the British Government should find this particular occasion to congratulate the Government of India on her 'restraint,' which one would require fertile imagination to discover.

The note said that from the very beginning the Government of India. Including her Prime Minister and the Foreign Minister, kept on telling the world that India was fully prepared to fight against Pakistan to counter the alleged threat to her security and social order posed by the influx of displaced persons which in its turn was the direct consequence of Indian policy towards Pakistan. She encouraged the  secessionist "Bangladesh" movement. She has sent infiltrators to cause chaos there. Her publicity media kept on blaring to the world how dangerous and insecure was the situation in East Pakistan.

At the same time, it said, India had sent a good number of her Cabinet Ministers including Mr. Swaran Singh, to various parts of the world to tell foreign governments that if pressure was not exerted on Govt. of Pakistan by the international community to accept India's own prescription of political solution in East Pakistan, India would take unilateral action. Mr. Swaran Singh told a meeting of the congress party on June 25 that in the absence of an urgent political solution to the "Bangladesh" crisis "we have to take action on our own."

It may be recalled here that the Indian Defence Minister, Jagjivan Ram said some time back that "refugees would go back only to Bangladesh and not to East Pakistan". In one of her latest statements, Mrs. Gandhi said that the refugees could not be allowed to go back to Pakistan and be butchered."

The note pointed out that India had been training and equipping as many as 40,000 miscreants and supporters of "Bangladesh" with in her territory for infiltration into East Pakistan. She never bothered even to contradict this news published repeatedly in British press without the slightest sign of embarrassment India keeps on sending infiltrators into East Pakistan from bases in India and there is frequent shelling on Pakistan territories from across India.

Thus, instead of exercising any restraint, the note added, India had been exploiting the problem of displaced persons in extremely callous manner for her own political ends. She has been adding fuel, on every occasion, to the inflammable situation that exists in the border areas. India had already reported to every technique of provocation and she is more seriously threatening of full scale war, it said.

The Government of Pakistan have, therefore, expressed their deep regret that Britain should, in the face of India's unabashed temper of belligerence, find it opportune to complaint India on her 'restraint.'

Under the circumstances, the note said, the Government of Pakistan have no other alternative but to take serious note of the "agreed statement' and to lodge a protest with the British government.

The United nations central office announced here today the UN Development programme in Dacca has been reactivated and a member of UN personnel has already arrived in East Pakistan to help implement various internationally aided plans.

These are: (1) Strengthening the Planning Department of East Pakistan. (2) Agriculture and Water Development in East Pakistan and (3) Survey for the Development of Fisheries in East Pakistan.

A Team of four World Food Programme (WFP) experts also arrived in Dacca earlier this month in order to assess the food and relief needs, and to plan deliveries under the umbrella established by the United Nation's Secretary-General with the agreement of the Government of Pakistan for co-ordination of international relief in East Pakistan. The world Food Programme team comprising of Director in the Project Management of World Food programme (WFP), WFP Adviser in Indonesia Allan Jpnes; (HEP) Assistant Officer in Nigeria, and Raymond Auleroe will advise the Governments on the handling and distribution of food. It will also be concerned with the creation of employment through Rural Works Programme.

This Inter-Agency Committee in Dacca under the chairmanship of Mr. Tawil is at present working closely with its counter part committee established by the Government of Pakistan for this purpose.

This mechanism for the co-ordination, delivery and disbursement of international assistance was worked out early in June between Mr. Ismat Kittani, United Nations Assistant Secretary General for Inter Agency Affairs and the Government of Pakistan in the Islamabad and Dacca initially, the representative of Pakistan to the United Nations, Ambassador Agha Shahi, had communicated to the Secretary General Pakistan's needs of international relief assistance which, he estimated, at 250,000 tons of wheat, 100,000 tons of edible oil and transport equipment.

Tajuddin in Beirut

Maulvi Farid Ahmed, a prominent East Pakistan leader disclosed yesterday that Mr. Tajuddin, the fugitive outlawed Awami League leader was now in Beirut on a mission of the Indian government.

Moulvi Farid Ahmed who arrived on Monday night from a tour of the Middle East told PPI that Tajuddin, the self-styled Prime Minister of Bangladesh, was accompanied by Mr. Rehman Sobhan, former Reader of Dacca University and Mr. Tariq Ali, a communist Pakistani student leader residing in Britain.

He said he had been informed that they were staying in Beirut and had tried to address the students of the American University of Beirut but were stopped from doing so by the authorities.

It was further learnt that the Indian embassies had also miserably failed in getting the so-called Prime Minister a top protocol treatment from the Arab Governments. As a result the Indian embassies were paying their expenses and Indian embassy officials were shadowing them in all their visits and meetings.

India's concern over French arms supply to Pakistan.

India has expressed grave concern to France over reports that it has been supplying arms to Pakistan, the Foreign Minister, Mr. Swaran Singh, told parliament today.

He said the Soviet Union had informed the Indian Government that Indian press reports of Russian supplies to Pakistan after the army action on March 25 were, "incorrect".

In a reply to an emergency debate the Minister said: The French Government had informed US that they have not entered into any new contracts for the supply of arms to Pakistan after the military action in Bangladesh

They had also informed US towards the end of June that they would not make any deliveries of arms, even on old contracts. We have, however, expressed our grave concern to the French Ambassador about the reported supply of arms to Pakistan."

The Indian Ambassador in Paris had been instructed to take up the matter with the French Government. Mr. Singh said Pakistan had also obtained arms through private secret sales from Europe and possibility of further purchases through these channels could not be ruled out.

The debate had been requested by both right and left wing members of the opposition.

No B-57 bomber delivered to Pakistan

The state Department said yesterday the United States had offered several B-57 bombers to Pakistan as part of a once only exception last autumn to its embargo on arms shipments.

But none of the planes delivered, Department spokesman Charles Bray said when asked about weekend reports that Pakistan last month has asked for seven B-57 bombers.

No item under the offer of last fall has been delivered to Pakistan and its agents and nothing is scheduled for delivery, Mr. Bray said.

The Department has acknowledged deliveries of other items since the March 25 cut off on arms deliveries, imposed when the civil disorders broke out in East Pakistan.

Some of these were replacement parts not affected by the original 1965 embargo on Lethal weapons to India and Pakistan, the state Department said.

Other US officials acknowledged that Pakistan had inquired several times about the status of the delivery of weapons included in the sole exception package.

The Pakistani Government, was told the whole matter was under review, the officials said.

In another development, the Department announced details of the additional 50 million dollars (21 million sterling) refugee relief assistance to India commited by the United States on June 24.

Mr. Bray said that 25 million dollars (10,400,000 sterting) would be used to provide a three month food supply for about half of the East Pakistani refugees in India.

Another 25 million dollars will be used to buy medicines and other relief supplies.

Asghar urges people to work ceaselessly to restore confidence

Retired Air Marshal Asghar Khan, Chief of the Teherik-e-Istaqlal, yesterday called upon all the right thinking citizens of Pakistan to co-operate in the efforts for restoring the confidence shaken by the recent events in the country.

Talking to the Tehrik workers in Malir colony yesterday evening he said that at present the nation was faced with the crisis of confidence and "we have to work ceaselessly" to restore the confidence.

The Retired Air Marshal said that India, which had not accepted the existence of Pakistan, was continuously trying to disrupt the life in Pakistan through its evil designs. India, he added, was utilising every opportunity to destroy Pakistan.

This had posed a serious threat to the existence of Pakistan and we have to safeguard the country from India's ulterior motives"' he said adding that at the same time "we have to redouble our efforts in setting our own house right."

He said that the next three months were very crucial for the future of the country. 'We have to work ceaselessly and intelligently to achieve good results."

The Tehrik chief said that his party was continuously working for the creation of a just society and removal of poverty. He sought the co-operation of all right thinking people to co-operate with his party in its task.

He said that poverty was the biggest problem with which the country was faced. It should be rooted out from the country if "we want to achieve lasting solution of all our present day problems."

The Retired Air Marshal also told the workers about his recent visit to East Pakistan.

PPI adds: Air Marshal (Retd.) Asghar khan said that the people of East Pakistan want to live together with their brothers in West Pakistan. He asked the political leaders of West Pakistan to forget their differences and go to East wing and meet the people.

Secessionist Elements

The Tehrik Chief, who returned here on Monday after a week long visit to East wing, said there were certain secessionist elements in the outlawed Awami League.

He said that during his meeting with Sheikh Mujib in Dacca in March he had asked him not to do anything which might separate the two wings of the country.

The Air Marshal said that his party was ready to co-operate with present regime in solving the problems being faced by the nation today.

Asghar Khan pointed out that if the people co-operated with his party he would be able to solve the problems of the people. The basic problem of the people, he added, was poverty and every effort would be made to eleminate it.

The Tehrik chief, said that his party will shortly announce its economic programme and try to implement it as soon as possible. He said, "If we work with devotion and dedication we shall succeed in overcoming our problems."

But only about 50 demonstrators, protesting against American arms shipments to Pakistan gathered on the road just outside the Airport.

The protest was organised by the communist party.

A few brief scuffles broke out with police.

Pakistanis abroad being put under intense Indian propaganda

Prominent East Pakistani leader Maulvi Farid Ahmed said here yesterday that East Pakistanis abroad were being subjected to intense Indian propaganda drive to shake their loyalities to Pakistan.

He said, this in an interview with PPI on his return from a tour of Middle East on Monday night. He had gone to Damascus on June 23 to attend the Annual meeting of the Executive Committee of Afro-Asian peoples solidarity conference. From Damascus, Maulvi Farid Ahmed visited UAR and Saudi Arabia in his private capacity.

Maulvi Farid Ahmed said that the Indian embassies in the Middle East were issuing a spate of propaganda literature in Arabic and English languages trying to mislead the Arabs and East Pakistanis residing in these countries.

In addition, he said, Muslim stooges including Indian Muslim Ministers were going from country to country propagating Indian lies about East Pakistan and so-called refugee problem.

He said, after touring these countries his impression was that the firm devotion to Islam and Islamic ideology was the reason why the Indians had not been able to poison the minds of the Arabs and the East Pakistani citizens.

He said, although the Muslim stooges sent by Indian Prime Minister Indira Gandhi were cold shouldered practically in every Arab country, Arab leaders, intellectuals and students asked a lot of critical questions about Pakistan. He said they felt fully satisfied after he explained Pakistan's position and exposed Indian lies.

For example, he said, India was propagating that all the refugees coming to India were Muslims and was also black mailing the Arabs over the question of security of the large Muslim population in India.

He stressed the urgent need for quick and effective counter drive by Pakistan to expose the Indian lies before it was able it cause any damage.

He said that there was such dearth of information about the position of Pakistan over the East Pakistan crisis that wherever he went was surrounded by people both Arabs and Pakistanis to know the correct situation in East Pakistan. Their information, he founded, was limited to lies put out by the BBC, the British press the All-India Radio and the Indian embassies.

Moulvi Farid Ahmed added that this lack of information was also causing unnecessary tension between various sections of Pakistani people in the Arab world. He said in Saudi Arabia, for example, there are only devout Muslims from East Pakistan who were never supporters of Sheikh Mujibur Rahman but, had, through Indian propaganda, found themselves confused and perplexed.

Moulvi Farid Ahmed organised joint meeting of East and West Pakistani people and explained how the Armed Forces and patriotic East Pakistanis were jointly beating the Indian agents and infiltrators. He also exposed the Indian game which from the beginning of the creation of Pakistan was to destroy this homeland of Muslims.

Moulavi Farid Ahmed appealed to the Government to pay immediate attention to this problem and take necessary steps.

While in Cairo, Moulvi Farid Ahmed met the UAR Vice-president Mr. Hussain-al-Shafiu, addressed the Egyptian newspaper editors, met Sheikh Zakajamal-Azhar, and Deputy Secretary General of the Arab League Dr. Nafa.

In Saudi Arabia he met Governor of Modina and addressed a joint meeting of the East and West Pakistani people. He also addressed a meeting of East Pakistani employees working is Saudi Arabia.

The relief cargwas immediately handed over by the president of the Association, Mr. Khalid Bin Hasan, who accompanied the cargo to the officials of Pakistan Government at the airport for onward transmission to Dacca.

Mr. Khalid told APP that the present consignment was in fact a token assistance which would be followed by more assistance from the people of Jordan to the people of brotherly Pakistan.

He said that the Honorary president of the Association crown prince Hasan, the younger brother of King Hasan of Jordan, had conveyed good wishes for the people of Pakistan on be half of the people of Jordan as well as on his own behalf and had assured of all possible assistance to Pakistan in the hour of need.

He said that the people of Jordan were very much interested in seeing Pakistan, the largest Islamic state, strong and united "because unity and strength of Pakistan is the unity and strength of all Islamic states in the world."

He said that the people of Jordan prayed for the continued prosperity of Pakistan because they thought that Pakistan was the real friend and a strong pillar of Islamic world.

Mr. Khalid said that they were well aware of the facts what had happened in Pakistan and what had been reported in the foreign press. He said that some big powers were still pursuing the policy of devide and rule and the present crisis in Pakistan was the result of that policy.

But he said, these powers could not achieve their object and Pakistan tackled the situation swiftly and effectively.

He said that Pakistan was strong enough to frustrate the evil designs of its enemies.

Mr. Khalid said that the Jordanian Government had helped the Association quite a lot in collecting the relief materials. This assistance by the Government of Jordan through the Association would continue, he added.

He said that the people of Jordan had special feelings for Pakistan as they considered this country as the true friend which always stood by the Arabs.

The Vice-President of the Association, Mr. Akram Abu Zaid accompanied the President. They will stay in city for about three days. On arrival they were received by the senior officials of the Economic Affairs Division and Ministry of Foreign Affairs.

Chittagong division completely normal

Mr. Iqbal Ahmed; the chief organising secretary of All-Pakistan Nizam-e-Islam Party, who is on a tour of East Pakistan has returned to Dacca from Chittagong after visiting the southern parts of the province; reports APP.

In a statement he said that complete normalcy is prevailing in Chittagong Division and patriotic Pakistanis are coming forward to help and assist our brave Armed Forces in maintaining law and order suitable. The local subversive elements and Indian intruders have completely been uprooted.

The Pakistanis know how to meet the challenge of the enemies of their homeland.

He depreciated the attitude of Bharati ruling junta. He warned India to refrain from continued unprovoked attacks on Pakistan border areas and added that all the Muslims are standing as a solid rock behind the unmatched defenders of our borders.

He advised India to devote their attention to its own miserable conditions prevailing over there and work for the welfare of her dying people rather than befooling them by unnecessarily meddling in the internal matters of its neighbouring countries.

Indian bid to arouse Anti-pak feelings in world capitals fails

Official Indian organs have now started revealing that India's all out efforts to arouse anti- Pakistan sentiments in different world capitals on the question of recent happenings in East Pakistan have miserably failed, reports PPI.

The Government controlled All-India Radio which used to broadcast loudly in the recent past the expectation of Indian leadership of "active help and support on the question of refugees from East Pakistan" has currently changed its voice and started blaming each and every governments" of the world for their inaction and pro-Pakistan stand on the same issue.

Starting a mischievous rillification campaign with a view to oreating chaos and confusion to undo Pakistan and also to earning money to replenish her deficit budget by playing up the bogey of so-called refugee influx from East Pakistan, the New Delhi Government sent most of the Cabinet members and even public figures like Jayaprokash Narayan to various world capitals for achieving, the twin objectives by carrying on with anti-Pakistan campaign in one hand, and begging relief for refugees, on the other. As someone from New Delhi goes abroad with mission, the official Indian Radio used to beat the drum of imaginary success.

But, the listeners of Indian broadcast have already noted that the Indian Radio had nothing of the like to tell the listeners for the last few days, there has been no trumpeting of big relief promise nor support from any quarter, instead it was further noted, the Indian propaganda machinery has started blaming many world capitals including the Arab and western for not standing by Indian in her hours of need. While giving out her own bankruptcy in their way of accusing others for pro-Pakistan stand the Indian Radio has also chosen to quote selected names of repsonsibles and organs to put forward the suggestion like creating pressure on Pakistan and taking the East Pakistan issue to United Nations etc.

This charge in the propaganda line of the Indian official propaganda machinery drove home to the observers that a sense of frustration and isolation has gripped New Delhi in its anti-Pakistan stand. On the other hand the indirect approach taken by the Indian propagandists also made it clear that the Indian rulers have realised the ineffectiveness of their comening and crocodile's tear for East Pakistanis.

Incidently the United States happened to be the focal point of Indian blame for her friendship with Pakistan, followed by the Arabs.

Only Tuesday night, the Radio had to quote the British daily Guardian, and the members of the Canadian delegation now in India to say something against Pakistan. In doing so, it admitted that Indian Minister Fakhruddin Ali Ahmed's mission in Cario had met an utter failure. This followed the infamous treatment the Indian representatives had received at different places of Europe, Africa South-East Asia in their attempt to put forward anti-Pakistan campaign.

The Muslims who once were evicted by the Asam Jana Sangha volunteers and Government a few years back, were now being killed by the Hindus in different Meghalaya refugee camps when they returned there at the instigation of the Indian propoganda machinery according to report reaching Dacca yesterday, reports PPI.

The reports said that Muslims who had left their hearths and homes in Assam during the 1964 communal riots and 1965 Indo-Pakistan War, demanded to the authorities of their properties, including land holdings, houses and business establishments on their return during the recent disturbances in East Pakistan. Apprehending the possible loss, the Hindus have started ill treating and in certain cases, killing of the so-called refugees.

It was reported that these unfortunate Muslims made representations to the central Ministers including Mr. Fakhruddin Ali Ahmed and Moyeenul Huq Chowdhury, for the return of their properties, they had made similar representations to the Indian premier Mrs. Indira Gandhi, when she visited some of the so-called refugee camps during her recent visit, infact, they were assured of a review by the Government officials.

When some Muslims followed up the issue at the town, they were either killed or harassed by the militant Hindus. In some cases, they were forced to sign forged document stating transfer of their properties.
