The Indian Armed Forces again shelled on Monday Comilla town second time within a week at 13.10 hours (EPST) in the Kotwali area, killing several civilians and injured many more.

The Indian Acting High Commissioner was summoned to the Foreign office last night and was handed over a note strongly protesting against this "wanton act of aggression."

A Chandpur report States: A big public meeting held in local Municipal park yesterday condemned unprovoked Indian shelling on Pakistan soil causing loss of civilian life and property in Comilla. Alhaj M.A. Salam convener, sub-divisional Peace Committee presided over the meeting. Several speakers including Messers Ibrahim Khalil, Ahmedullah, G.M. Choudhury, Abdul Matin, and Serajul Huq addressing the gathering condemned barbarious Indian attack on Pak territory, Alhaj M.A. Salam in his presidential speech asked people to stand united to combat Indian nefarious designs and to up hold the integrity and solidarity of Pakistan.

Another report from Sreepur says: The unrpovoked shellings by the Indian forces in Comilla was vehemently condemned at the large attended public meeting held here recently under the auspices of the local thana peace committee. The meeting also pleaded its full support to the Pakistan Army. The meeting was addressed among other by Mr. Ahmed Ali Mondal ex-MNA Joint Secretarity General PDP.

13 members of the defunct Awami League from different Thana declared that they had severed all connection with defunct Awami League.

Dr. Kasim Gulek, a member of the Turkish parliamentary Delegation, this morning flew into this major port city in the province from Dacca.

On arrival at the Patenga airport, the Turkish parliamentarian was received by the Additional commissioner, Chittaong Division and other high officials.

Dr. Kashim Gulek met the Chairman, Chittagong Port Trust and discussed with him port facilities, handling capacity of the port and navigability of the river Karnafuly. He was shown round the port by the Chairman.

Dr. Kashim Gulek then visited Kalurghat are and went round a Jute mill. From Kalurghat, the visiting dignitary drove through different parts of the city. He visited handicraft centres in the local New Market.

The other member of the Turkish parliamentary delegation, Mr. Mahmut Vura, could not go to Chittagong due to indisposition.

Later in the afternoon, the visiting parliamentarians left Dacca for Karachi.

India trying to wriggle out of security council debate -From Hasan Akhtar

India is believed to be making efforts to wriggle out of a possible debate in security council on question of serious threat to regional peace as result of present confrontation along Indo-Pakistan borders.

Diplomatic quarters have noted that UN Security General U-Thant's suggestions for security council debate relates to consideration of present high State of tension along Pakistan-India borders and is designed precisely to arrest any further dangerous drift in this situation.

While Pakistan may be quite willing to participate in any UN move or debate to avert any further deterioration in Indo-Pakistan confrontation. India is believed to be opposed to any UN measures unless security council is prepared to accept the so-called Bangladesh, question as the central issue for discussion. However, Pakistan's position on this question is well-known that it will not let its internal affairs be converted into an international issue.

APP adds: The disclosure that India does not favour U-Thant's proposal that the UN security council be convened to discuss the situation created by the civil war in East-Pakistan, was made shortly after Prime Minister Indira Gandhi had taken counsel of her senior Ministers and officials at an hour long meeting. U-Thant, in a letter to members of the Security Council, is reported to have expressed his apprehension that the civil war in East Pakistan might lead to an armed conflict between India and Pakistan. New Delhi has received a copy of the letter, the sources said.

Present at the top-level meeting were: Foreign Minister Swaran Singh, Defence Minister Jagjivan Ram, Finance Minister Yeshwantrao Chavan, Agriculture Minister Fakhruddin Ali Ahmed and T.N. Kaul.

Informed sources said the meeting disapproved of the world body's top executive's proposal.

India's reponse will be conveyed to the UN Secretary General shortly, the sources said. They declined to indicate if India will attend a security council meeting convened to discuss the situation in East Pakistan.

U-Thant's proposal that UN observers be posted on either side of the border between India and East Pakistan to facilitate the return of the East Pakistan refugees to their homes was rejected at the top level meeting, the sources said.

The sources said that India will not accept foreign observers on the Indian side of the border.

Bhutto to call on President today

The Chairman of the PPP, will call on president Yahya Khan tomorrow at 10 a.m. at the president's House here.

This was disclosed by Maulana Kausar Niazi MNA-elect and Information secretary PPP, while briefing newsmen after a three-hour meeting of party leaders at the central secretariat here today.

Maulana Niazi disclosed that Mr. S.B. Zaman MPA-lect of the out lawed Awami Lague currently in Karachi also attended the today's meeting for some time on special invitation. He said Mr. Zaman apprised PPP leaders of the situation in East Pakistan.

When asked whether during the proposal meeting with the President will Mr. Bhutto discuss PPP cooperation with elected members of the defunct Awami League, Maulana Niazi offered "no comments". He said PPP is ready to talk and cooperate with all the elected patriotic members of the now defunct Awami League.

Referring to today's meeting the PPP Information secretary said that Mr. Bhutto spoke today. His winding up speech related to the present situation in the country and international situation. He said the PPP was ready to face the Indian threat and for this, he pointed out, that the elected representatives should be allowed to perform their responsibilities.

In reply to a question Maulana Niazi said that the current meetings which is informal would continue till July 30.

Questioned whether people's party would give any proposals for the future constitution of the country, Maulana Niazi offered 'no comment'. He however, said that the PPP discussed in detail the president's plan for the transfer powers to the people's representatives.

Replying to questions about the meeting of Mr. S. Zaman with the PPP Chief Maulana Niazi said he was optimistic of cooperation with the patriotic members of the Awami League. He said, "you will see the results of the discussions at the appropriate time.'

He denied that there are any rift in the PPP. He said, "we are all united." Maulana Niazi further said that Mr. Justice Faizullah, member of the party, from NWFP had been appointed as Vice-Chairman of PPP for NWFP and become a member of the central committee also.

The Maulana said that this evening some 20 top leaders of the party would meet Mr. Z.A. Bhutto at his residence for important discussion.

John Kelly arrives in Islamabad

Mr. John Kelly, Resident Representative of the United Nation's High Commissioner for Refugees arrived here this morning to take up his assignment at Dacca.

He told the reporters that he will coordinate his activities with the residential Representatives of the UN Secretary General in East Pakistan, Mr. EL Taurl.

Mr. Kelly will also visit the 21 reception centres set up by the Government of Pakistan for the returning residents as and when necessary.

He will proceed to Dacca where his Headquarters will be located after his talks with central Government officials here.

He was received at the airport by Foreign office and United Nations officials.

A few hundred Razakars are to start talking training at Cox's Bazar, it is learnt.

They will render assistance to the local administration in guarding important installations and in suppressing anti-state elements.

Pakistan and Arabs face common enemy

Mufti Mahmood Ahmed, General Secretary, Jamial-ul-Ullema-e-Islam who is currently visiting the United Arab Republic has said that Pakistan and Arab faced common enemies who were trying to destroy their entity.

In a lengthy press statement in Cairo which was published in most of Cairo press, Mufti Mahmood Ahmed hoped that the people of Pakistan and the Arabs would frustrate the attempts of imperialist forces, India and Israel to undermine their unity.

According to a press release of the Jamiat the statement was distributed by Mufi Mahmood Ahmed and Maulana Ghulam Ghaus Hazarvi at a press conference which they addressed at the Pakistan Embassy in Cairo.

The Jamiat leaders explained at Length the situation now India was indulging in false propaganda to mislead the world about situation in East Pakistan. They emphasized that the Army had taken action in East Pakistan to counter the secessionist movement launched by Sheikh Mujibur Rahman with the help of India and the imperialist forces.

Mufti Mahmood said just as the Arabs and the people of Pakistan faced the same set of enemies similarly they had received support for their just cause from countries like the Soviet Union in case of Arabs and China in case of Pakistan.

Mufti Mahmood exposed the role of a section of the defunct Awami League leadership who thwarted all hopes of restoration of the democracy in Pakistan and embarked upon a calculated plan to destroy the centre and thus the unity of the people of East and West Pakistan.

He said the Awami League leadership had offered impossible solution to the existing constitutional crisis for transfer of power and has based its stand entirely on regional interests.

Sheikh Mujibur Rahman turned down all attempts by various political parties from West Pakistan to accept a realistic formula for the transfer of power and instead gave an opportunity to India to intervene in the internal affairs of Pakistan.

He said the President and the Army had been left with no choice except to take stern action for safeguarding the integrity of the country.

He added that the political parties and the people of West Pakistan never desired to deny the rights of East Pakistanis yet it was a puzzle to them that Sheikh Mujib had not agreed to accept the role.

He said he was pleased to note that the Arabs had not been deceived by the misleading propaganda campaign. He expressed the hope that the Arabs and the people of Pakistan would remain united against their common enemies in future as well.

Quit C'Wealth, urges Ispahani

Mr. M.A.H. Ispahani a Former Central Minister and close associate of Quaid-e-Azam Mohammad Ali Jinna said here yesterday the question of stopping all military aid to Pakistan and evening breaking understanding already given and not permitting the shipment of hardware already contracted for was a piece of immorality.

Speaking on Pakistan "Pakistan and Britain-the present crisis" at the Pakistan Institute of International Affairs, he said, this act on the part of some nations was despicable because it was indirect way of "adding more grease to our enemy's elbow." However, he said, "we do not despair the decision."

"I am sure we shall have what we need from the other sources open to us. If Britain and others who are following her lead in this regard think that we shall soon be left without a catridge or grenade to defend ourselves, they for sure, are barking up the wrong tree."

Paying tributes to President General A.M. Yahya Khan for adopting a courageous attitude, he said "come what may and under all types even worse pressure, Pakistan will move forward on the path she has chartered for herself, accepting no compromise which will barter her rights as an independent, sovereign country. Let there be no misgiving on this score.

Dealing with the Commonwealth, he thought that its membership is not our interest because it had turned into a farce." He said it seems that the Commonwealth is kept alive under the oxygen of British interests. Let us get out of it now.

I sincerely hope and trust that our president will not waste more precious time in arriving at this logical decision.

"A mother country" which throws equity and fairplay to the wind in deciding issues between two members of the Commonwealth, is not worthy of having a number."

Referring to Sir Alex Douglas Hume, the British Foreign Secretary and Mr. Heath, the prime Minister's statements that Britain will stop fresh aid until a political settlement acceptable to all was reached he asked them to "mind your own business and set your own house in order."

India, he said, had no legal or moral right to interfere in the internal affairs of Pakistan. She had better turned her attention to her own problems.

Call to work for safeguarding solidarity

Maulana Ashraf Ali General Secretary, East Pakistan Niazam-e-Islam Party has called upon the people of East Pakistan to offer all help for stabilising economy in East Pakistan.

In his presidential address, at a public meeting held in front of Fandauk High School, organised by local peace committee the Maulana said the law and order situation in East Pakistan was created by the Indian infiltrators in collusion with the  handful of their East Pakistani agents who drew their strength and inspiration.

The Maulana further said what happened in East Pakistan was the direct result of fact that the youth were frustrated by the old politicians who he added exploited Islam for their own personal ends. The best thing to do now was to practise Islam in a better spirit and not to just talk about it as, had been done during the last 23 years, he added.

Mr. Abdus Subhan, convener Thana peace committee and Mr. Rafiqul Islam were also present in the meeting.

E. Wing people ready to lay down life for integrity of Pakistan

Two prominent religious leaders from East Pakistan yesterday said that the people of that wing were ready to lay down their life for the integrity and ideology of Pakistan.

Pir Sahib of Sorsina Sharif, president of East Pakisan Jamiatul Mashaikh and Maulan Abdul Mannan, chief of East Pakistan Jamiatul Mudarressin, made the statement at a press conference here last evening.

The leaders are touring West Pakistan as the head of a joint nine-man delegation including prominent members of the two organisations.

The president of the Jamiatul Mashaikh, Pir Sahib of Dewan Sharif, who addressed the press conference, said that his organisation had planned inter-wing tours by ulema.

Shamefule defeat for Inida at Belgrade confec

India suffered a "Shameful defeat" when it tried to damage Pakistan's image by asking for a debate on the East Pakistan situation at the recently concluded international law conference on world peace through law held at Belgrade.

This was disclosed yesterday by Choudhury Nazir Ahmed, a former Attorney General of Pakistan, on his return here after attending the conference.

He said that India wanted to discuss the East Pakistan situation but was overruled by a majority of about 4,000 participants seemed to be infavour of the interpretation of the term refugees of East Pakistan as hinted by the Chair.

Chaudhury Nazir Ahmed who presided over committee number eight on "The individual-his rights and responsibilities," said there had been some references in other committees to East Pakistan refugees and to uprooted humanity from East Pakistan.

He posed the question whether a fugitive from justice or one who was afraid of the consequences of his misdeeds towards society or state, or was working in league with foreign and local enemies or who flees from his country without any internal pressure being brought on him was a refugee or not.

He said, he told the conference that as these references were prohibited understanding orders of the conference, they should be omitted from the official record.

Chaudhury Nazir Ahmed said when some participants including from, Israel, India and Britain joined hands against Pakistan admirably.

He was confident that 'if we take up the matter of whether or not the people who have left East Pakistan for India, in the eye of law were refugees or not, we have a very good case for convincing the world."

He said he convinced most of the participants that the stories about excess in East Pakistan were entirely baseless and unfounded.

He said he explained to them as to how a disciplined army could resort to violence against its own civilian population.

He thought that most of the participants were satisfied with his narration of the facts that it were Hindus who in collusion with the Indian masters created law and order situation in East Pakistan.

He told them that India was out to undo Pakistan and destroy its economy.

Pakistan, he said, had repeatedly given an assurance to the people including Hindus who had left East Pakistan to return to their hearths and homes and that they would be provided all possible protection and facilities.

Zaman denies press report

Mr. S.B. Zaman, MPA-elect of the outlawed Awami League, has contradicted a report appearing in a section of the press that he had said that Mr. Z.A. Bhutto accepted five points of the now defunct Awami League and that the sixth point (foreign trade) was negotiable.

In a press statement here today, Mr. Zaman clarified his statement at the press conference held on Monday at a local hotel. He said that he did not discuss anything regarding six-points of the outlawed Awami League. This, he said, would be decided by the elected members of the Awami League.

He said he had been misreported that he carried letter of Mr. Zaheeruddin, MNA-elect for Mr. Bhutto Mr. Zaman said he did not carry any letter for the Pakistan people's Party Chairman but only conveyed a message of Mr. Zaheeruddin to him (Bhutto). He said the views expressed by him at the press conference were his personal views.

Mr. Zaman said that only when the list of disqualified MNAs and MPAs-elect of the Awami League was published then he would contact the elected representatives for the further course of action.

Majlis-e-Shoora meets in Lahore on August 18

The sitting of the Central Majlish -e-Shoora of Jamaat-e-Islami Pakistan will commence on August 18 at its central office Lahore, under the presidentship of Mian Tufail Ahmed the Acting Amir says a press release of Jamaat in Dacca yesterday reports APP.

Chowdhury Rahmat flahi Secretary General, Jamaat-e-Islami informed this over telephone while talking to the provincial chief of the Jamaat-e-Islami Prof. Ghulam Azam. The sitting of the Shoora is convened earlier as Mian Shaheb will present Maulana Moudoodi in the session of the Rabeta-e-Alam Islami which is scheduled to be held by the last week of August.

Syed Abul Ala Moudoodi the chief of the Jamaat-e-Islami due to his ill health and according to the advice of the doctors cancelled all his programmes abroad.

The agenda of the Shoora will be sent individually against the address of the members of the Shoora. The Shoora members are requested by the provincial Jamaat chief to keep contact with Janab Abdul Khaleque in this regard.

The reason for the spurt in the arrival is ascribed to the deteriorating condition in the so-called refugee camps in India and their confidence in the reports of normal condition in E. Pakistan.

According to returnes, the waves of flood have further worsened the condition in the camps from where the inmates are fleeing to East Pakistan.

Further more they said the frustrated camp dwellers now madly felt that how long they could sustain their life uncertainties when normal condition had returned in their home land in which they could rehabilitate themselves with the Government help and took forward to their future with hopes.

Agreed Formula For ML Merger in Few Days

Mr. Yusuf Khattak, a prominent leader of Pakistan Muslim League (Qayyum Group) and an MNA-elect from NWFP has said that there may be an announcement on the agreed formula for the merger of the three factions of the Muslim League within a few days.

In an interview with PPI he said that this time there is an excellent chance for the merger of three groups.

Something, he hoped will soon, emerge when asked whether any formula for the merger has already been decided upon he replied that during the meeting of the representatives of the three leagues at Abottabad a number of proposals and formula were discussed he expressed the hope that one of these will be accepted by all the three groups of the league. Mr. Yusuf Khattak was of the view that now there is no hitch for the unification of the three groups of the Muslim League where there is a unanemity of views on merger.

Mr. Yusuf Khattak said that the workers of the three factions of the League are strongly in favour of the unification. In fact they are exerting real pressure over their leadership to close their ranks and form one national organisation.

Asked whether the working committee of the PML (Qayyum Group) will also meet simultaneously at Dacca when the Working Committees of the other factions do? He replied, "If things move smoothly the council of PML (Qayyum Group) might also meet at Dacca at the same time.

He was asked whether the question of leadership was the bone of contention which has proved a strumbleing block for the merger so far? He said that now this is not the case and added that Khan Qayyum had asked the Muslim Leagues to close their ranks and forget the differences which existed in the past. However, he said that the question of leadership should be decided before the council of the three factions meet at Dacca.

Over one lakh DPs return

The number of Pakistani citizens returning to their homes from India has now crossed well over one lakh mark, according to the information received in Dacca from official sources, reports APP.

Over 12,000 persons returned only in the last four days, over 10,000 in Sylhet district and about 2,000 in Dinajpur district registering the figure to over one lakh and two thousand.
