India's refusal to posting of UN observers deplored

Prof. Rushbrook Williams, well known British historian, has diplored India's refusal to posting of UN observers on the Indo-Pakistan borders along East Pakistan.

The fact that Pakistan had agreed to the posting of U.N. observers and India had  apparently refused, was going to have a mortal effect, he said in an interview with Radio Pakistan, Rawalpindi broadcast last night.

He said that Pakistan had nothing whatsoever to conceal and it was only interested to enable the displaced persons from East Pakistan to return under conditions in which they rehabilitate themselves.

Prof. Rushbrook Williams, who visited East Pakistan for four days, said he was struck by the fact that events in East Pakistan brought to a sudden halt the steps which were being taken to develop that part of the country economically.

He described the recovery of Dacca as remarkable and said people were resuming their normal life. There was good evidence of the way of the public confidence was being restored even among foreigners, he added.

He termed as "most regrettable" reporting of the Western press about the situation in East Pakistan.

He said that because of disruption in communications, the authorities of East Pakistan were able to get foreign correspondents to the places where they should have seen what had happened. It was very difficult indeed. Hence all sensational and horror stories were published.

The British historian pointed out that stories about East Pakistan went from the Indian side. It was "unfortunate" that their foreign correspondents were not visiting East Pakistan, particularly its upper parts.

He said he knew president Yahya Khan had never wavered in his determination to hand over power to "civil authority" as soon as possible so that political life could grow along democratic lines.

He also pointed out that damage was being done to communications by the saboteurs coming from the Indian side regardless of the hardships to the local population.

He said that stocks of food existed but it was difficult to get it where it was needed because of the damage to communications.

Sylhet meeting condemns India for infiltrators

India was strongly condemned to a large public meeting held here yesterday for sending armed infiltrators in East Pakistan for destructive activities and warned to see reason for stopping nefarious acts forthwith.

The meeting chaired by Dr. Abdul Majid, Vice- Chairman Sylhet district Council and convenesr, Sadar Sub-division peace committee, in another resolution view with great concern the Indian attack on Comilla killing civilian population recently warned India of dire consequences if she failed to stop immediately such unprovoked attack. The meeting also expressed its strong resentment against the British propaganda and termed it as interference in Pakistan's internal affairs. The meeting further demanded the government for immediate withdrawal from the Commonwealth.

Dr. Abul Majid in his presidential address warned India against her warlike activity to destroy Pakistan.

Maulana Abdul Latif Choudhury Fulbari while addressing the gathering advised the people to strictly follow the tenets of Islam. Once they act like true believers, they would surely overcome the present crisis.

Stern warning

The Maulana voiced a stern warning against Indian threat and said that people of Pakistan would live and die as Muslims and prefer death to surrendering to the Brahmans.

Mr. Ajmal Ali Choudhury ex-central Minister said in the meeting that India was trying to undo Pakistan since her very birth. She waged war in 1965 but the result of the war was no lesson for her. She constructed Farakka embankment to turn East Pakistan into a desert. This time again she took recourse to a new strategy to destroy East Pakistan by sending armed infiltrators. Mr. Choudhury posed a question how it would be to India if Pakistan interfere in the affairs of West Bengal. Mr. Choudhury categorically declared that Pakistan believes in peaceful co-existence with all her neighbours, including India but if war was thrust upon us by India, she will face serious consequences. He appealed to people to follow the ideology of Pakistan faithfully. He praised president General Yahya Khan, for his timely action. He also eulogised the role of the Pakistan Army in throwing  out the infiltrators.

Razakars exharted

Mr. Choudhury exhorted the Razakars to work faithfully and to use their training fruitfully.

Mr. Abdus Salam Ex-provincial Minister made a fervent appeal to the people to make united effort to foil the Indian bid to destroy Pakistan. He praised the role of the Armed Forces of Pakistan.

The meeting was also addressed by Mr. Nazmul Hussain, member, District Pace Committee and Mr. Abdul Bari member, sub-divisional Peace Committee, Moulana Hasunullah recited one appealing Tarana in Urdu.

The meeting was organised by the sub-divisional peace committee, Sadar. A number of big processions came to the town chanting slogans of Pakistan Zindabad and Quaid-e-Azam Zindabad. A large number of Razakars attending the meeting took a vow to eliminate the miscreants.

Islam alone can save Pakistan, says Yousuf

Mr. A.N.M. Yousuf, General Secretary of East Pakistan provincial Muslim League has said that Pakistan came into being on the basis of Islam and it could be saved only by Islamic ideology and brotherhood, reports APP.

Addressing the members and office-bearers of the city Muslim League Organising Committee, he said people had now realised that fascist activities of the miscreants were fully responsible for the upheavels and our nation. He appealed to the people to stand united to weet out all the traces of the miscreants and work wholeheartedly for maintaining the solidarity and integrity of Pakistan. He also called upon the workers of his party to join the "Razakars Party' to root out the anti-social forces and miscreants from our soil.

The meeting in a resolution paid tributes to the Pakistan Armed Forces for their timely action in saving the country from the clutches of the miscreants and anti-state elements.

In another resolution the meeting offered its condolence for those who were killed by the miscreants throughout the province.

Islamic principles only way to avert present crisis

Dr. Nazir Ahmed, MNA-elect has said that not lip services but strict adherence to Islamic principles can save the country from the present crisis, reports APP.

He was addressing an intelligentsia meeting held under the auspices of the Tangail Jamaat-e-Islami last Sunday evening at the local public library Hall, says Jamaati press release.

Referring to the present situation in East Pakistan Dr. Nazir Ahmed said that India through her agents had been trying to completely stop the economic activities of East Pakistan.

He appealed to the public to face the trouble-creators boldly and furstrate their misdeeds.

Raja Mohd. Basharat, while addressing the meeting, said that every true Muslim has a particular mission of life and that is to achieve the satisfaction of Allah Almighty. Pakistan was achieved to establish Islamic law, order and justice, he said.

He said that the outlawed Awami League and its leader tried to dismember Pakistan under the garb of the affection the people's autonomy of East Pakistan.

Maulana Abdul Jabbar, Organising Secretary of the East Pakistan Jamaat-e-Islami also addressed the meeting. He said in order to safeguard the ideology, integrity and solidarity of Pakistan the patriotic people should be united and work sincerely. Earlier the Jamaat leaders addressed a worker's meeting.

The Jamaat leaders also visiting Momenshahi District on 26th and 27th July and addressed several meetings.

During their tour of the above two districts the Jamaat leaders have found people working with a new zeal for restoration of economic activities.

India accused of providing arms to infiltrators

India is certainly providing weapons and explosives to the so-called "Mukti Fouj" operating from the base on the Indian soil.

According to a report in Economist London of July 17 " India is Known to be giving to Mukti-Fouj the guerrillas in East Pakistan some help. But how much help, neither party is eager to reveal," The report adds.

It says 'Sanctuary, invaluable to all guarrillas is certainly being granted and perhaps covering fire in the Indian border security forces."

Referring to the "bridge blowing" the report says "Even those of the guerrilas who were previously a regular part of the Pakistan Army had no training with explosives and since they have recently pulled off some bridge blowing. It is likely that Indian sippers have been providing the explosives and knowledge."

"The Indian Authorities," the report says, "have returned all of the arms to the "Mukti Fouj" which were seized earlier from them. Besides, the Indians have also supplied them three inch mortars, pen grenades, mine and other small arms.

The report hints at the possibility of supply of surplus stocks of foreign made weapons by India to the guerrillas because, "They are inhabited with the fear that arms with Indian markings would prove Pakistan and expose them.

The report also refers to  the communal trouble in India and says that as a result of tension "several thousand refugees have been forced back into East Pakistan from Assam."

A slightest incident could spark off rioting against the 60 million Indian Muslims, the report adds.

Referring to the war like statements of the Indian leaders, the report says, first it was hoped that Pakistani economy will break, then it was hoped that the monsoon will let down the Pakistan army and help the "Mukti Fouj" "but now there is a wild talk about a war being cheaper than feeding of refugee."

The Indian Government, the report adds, seems to be undecided what to do.

No UN Council meeting on E. Pak situation; Swaran

New Delhi (Reuter)

United Nations Secretary General U-Thant has not suggested the convening of a security council meeting, formal or informal, to consider the East Pakistan crisis, Indian External Affairs Minister Swarn Singh said.

India has no intention of raising the Bangladesh issue before the security council at present, he said. He was replying to questions based on Indian press report yesterday to the effect that U Thant had Mooted the idea of the special security council session to discuss the East Pakistan situation.

The Indian Express (right wing) said in a lead story yesterday that the Secretary General had also sought to equate India and Pakistan in regard to the Bangladesh issue in a letter circulated to the Security Council.

Mr. Swaran Singh also denied this and said some other countries have in their postures tried to equate India and Pakistan.

"We have expressed our view point very clearly and unequivocally, any such equation is totally opposed to facts and we have rejected it totally," he said.

Indo-Pak situation, Thant lifts embargo from his memo

Secretary General U Thant in effect yesterday lifted the embargo on a confidential memorandum he had circulated nine days ago about the India-Pakistan situation.

In a statement read by his press spokesman he said publication of the document which was addressed to the security council president Jacques Kosciusko Morizet of France was entirely up to the president and the members of the Council.

Kosiusko Morzet gave copies of the memorandum in which U Thant was understood to have expressed serious concern about the situation in the sub-continent to council members and the delegates of India and Pakistan all kept the contents secret.

Pakistan welcomes discussion in security council

The Government of Pakistan will welcome a discussion of the current tension between India and Pakistan in the security council, authoritative sources told APP today.

They said that Pakistan was not responsible for this tension. Therefore there was no reason why Pakistan should avoid the discussion over the matter. The current situation had been created by the Indian interference and their continued insistence on meddling in the affairs of Pakistan.

Pakistan was dealing with a situation which had been created by an attempt by some misguided people to secede. This secessionist move was backed by India when they had failed some people had taken shelter in the country which had conspired with them, incited them and aided on abetted them. Pakistan still had shown forbearance, announced amnesty and made arrangements for the return of bonafide Pakistani citizens.

India on the other hand was creating obstructions in the way of returnees. She wanted the problem of refugees to remain alive because it provided them an opportunity to mobilise international aid for themselves. 'They also wanted the refugees because they had opened training centres to train saboteurs and infiltrators to damage the economy of Pakistan.

Further more, Indians had adopted an aggressive posture on the borders of Pakistan. They had concentrated their forces who had shelled Comilla twice.

People urged to stand United

The convenor of the Sylhet District Central Peace Committee, Mr. Shahid Ali and other members including Dr. Abdul Malik, Messrs Ahmed Ali and Ghulam Jillani called upon the people at a public meeting held at the Gulni primary school premises on Sunday last to stand united to foil the evil designs of the enemies of Pakistan. They also warned the people to remain vigilant against the activities of the agent provocateurs who have been trying from all sides to disrupt Pakistan's sovereignty and integrity.

The Peace Committee convener, Mr. Shahid Ali, told the gathering that the Indian ruling chique who could not yet reconcile themselves with the establishment of Pakistan had been fostering the secessionists on Indian soil and helping them with arms and ammunition. He said that he was convinced world powers today could realise India's game fully.

March past of Mujahids held at Kushtia

The Oath talking and march past ceremony of the first batch of Mujahids of Kushtia was held here on Tuesday on the United school ground in the presence of a huge gathering of people including gentry, civil and military officials.

The chief guest addressing the Mujahids said that he was highly impressed by their enthusiasm and smart turn-out.

He advised the Majahids not to rest on their present training which was only a part of the continuous process to follow.

He said Indian agents could never do good to either Pakistan or Islam. He alerted the Mujahids to be vigilant about saboteurs and miscreants.

Earlier, Said Ahmed, chairman, Kushtia District Peace Committee and Ahmed Ali administered the oath of allegiance to the Mujahids in Bengali and Urdu respectively.

It may be stated here that the Mujahids and the Razakars have been rendering wonderful service by keeping watchful eyes against any damage that may be done to public property.

They had already succeeded in apprehending a large number of miscreants, some of them on the point of doing mischief. This has restored confidence in the minds of the people who have now united and are standing as a rock to defend their motherland.

CML will not allow forced transfer of power, says Daultana

Mian Mumtaz Mohammad Khan Daultana, president, Council Muslim League, said here yesterday that his party would not allow forced transfer of power to take place in the country and would fight tooth and nail against it.

Addressing his party workers he said that the demand for transfer of power under the existing circumstances when the sovereignty and solidarity of the country was in jeopardy was "unwise and unpatriotic."

He said that it should take place simultaneously in both wings when complete normal life was restored in East Pakistan.

He said Pakistan was achieved in the name of Islam and no other ideology like socialism would be allowed to flourish in it.

Those, he added, who wanted to bring in socialist order or any alien system should look for some other land as Pakistan has no room for such elements.

On the present political crisis, he said that it was not the result of economic depression as some said but had the result of intellectual vacuum.

Mahmud Ali criticises western press

Mr. Mahmud Ali, Vice-president of the Pakistan Democratic Party, has regretted that the western press had not painted a correct picture of the situation in Pakistan.

Addressing a press conference here Mr. Mahmud Ali said it was wrong to say that president Yahya Khan had refused to hand over power to the elected representatives of the Awami League. The first function of these elected representatives, he added, was the drafting of a constitution for one Pakistan but the leaders of the Awami League insisted on framing two constitutions.

The stage for the transfer of power to these representatives headed, simply did not arise until after the constitution had been framed.

Mr. Mahmud Ali had a busy schedule during his four day visit to Brussels from July 23 to July 27.

Provocation by India may disturb peace in region

AL-Haj Zahid Ali, MPA-elect from Sind (Jamiatul Ulema Pakistan), said here yesterday that India was constantly talking provocative actions which could destroy the peace in the sub-continent.

In a statement he said that besides other provocative acts and interference in Pakistan's internal affairs, India twice shelled Comilla which clearly showed the evil intentions of the Indian warlords.

He added, India should realise that the people of Pakistan were strong enough to face any eventuality.

Pakistan's main aim was to live in peace so that the country could continue its march forward on the road to progress and prosperity. But if the war is thrust on us we will safeguard every inch of our sacred land.

AL-Haj Zahid reminded India of its crushing defeat by the gallant armed forces of Pakistan in 1965 and said India would be well advised if "she desists from such provocative acts."

He said that India's refusal to the posting of the United Nations observers was a clear proof of its bad intentions. In fact India did not want that any UN observer should be posted along the Indian border because of its nefarious activities and war preparations against Pakistan.

AL-Haj Zahid criticised those countries which were threatening to stop economic aid to Pakistan. He said that Pakistani nation was prepared to face any difficulty in order to safeguard its sovereignty.

He asked all political parties to unite and strengthen the hands of President Yahya Khan to deal with the present crisis effectively. He said its was not the time for the transfer of power. This could be done when the situation in East Pakistan would improve further.

CML leader visits Rangpur, Bogra and Dinajpur

Mr. Abul Quasem, Secretary General of Pakistan Muslim League (Council) and a senior member of Working Committee returned to Dacca after a week long extensive tour of the districts of Rangpur, Dinajpur and Bogra, says a press release, reports APP.

During his tour, he met local officials and consulted with them about law and order situation in the districts. He observed that people everywhere are whole-heartedly cooperating with local peace committee.

Peace Committees formed in Nowgaon

Peace Committees at sub-divisional Thana and Union level have been formed in Nowgaon sub-division and working in close cooperation with the civil and Martial law authorities to maintain normalcy in the far flang areas of the sub-division. Patients are being treated in the hospital and to prevent tropical diseases mass vaccination and inoculation have been started in fulswing in the rural areas.

People of every walk of life have started their usual avocation. Schools, Madrashahs and primary schools have been opened, teachers and students regularly attending their classes.

The Municipal authority has started a cleaning campaign in the town.

Schemes draw up to provided Kushtia people with essential service

Kushtia District Peace Committee has drawn up two ambitious schemes at Rs. 407,000 to provide essential services to the people of the town.

The two schemes, the first at Rs. 1,10,000 has already been implemented. The scheme envisaged cash help for widows and destitutes, donation to social welfare centre for providing employment to widows, sewing machines for 20 tailors, instrument for motor mechanics, and cycle repairing shops, monetary assistance for volcanising shops, battery charging shops, cobblers, barbery barbers, was-hermen, carpenters, electrical mistries, radio mechanics, homeopath practitioners, photographers and surgical instruments for doctors.

The Scheme also included training of Razakars.

The District Peace Committee were now excuting their second Scheme costing Rs. 2,97,000 under the supervision of a sub-committee headed by Saad Ahmed, Chairman, Md. Hanif, secretary and three other members.

Kushtia District Peace Committee was formed with Saad Ahmed as chairman and Md. Hanif as secretary for the purpose of helping the administration in restoring normalcy in all spheres of life and to make our people aware of the evil designs of the enemies of Pakistan both within and without and to arrange relief to the affected people.

It is heartening to note that during this short period more than 1,000 Razakars have been trained in Kushtia sub-division.

They have so far recovered several hundred rifles, a thousand rounds of bullets and a sizeable quantity of hand granades, mines and letters written by anti-state elements.

People urged to build glorious Pakistan

The people reiterated their determination to maintain the solidarity of their dear homeland, Pakistan at a large public meeting held at Chandpur under. Kotwali P.S. on Monday last.

My Sajedul Haque, ex-MNA, paid tributes to the heroic army for saving the country from disintegration. He advised the people to work for the peace and prosperity of the country and not to pay any heed to the lies of the Indian propaganda.

Mr. Abdus Salam ex-MPA, and Mr. Hashenatullah Mia, among others addressed the gathering urging people to build a glorious Pakistan.

People urged not to pay heed to false propaganda

A public meeting was held at Mudaffarganj recently under the auspices of Laksam Thana Peace Committee.

While addressing the meeting Mr. Azizur Rahman, Advocate ex-MNA and convener, Comilla District Peace Committee, compared the out lawed Awami League's plot with India to disintegrate Pakistan with that of Mir Zafar's with Omichad, Jagat Shet, etc. in 1957 which enslaved the Muslims  for 200 years.

Among others, Messrs Sajedul Haq, ex-MNA, Abdul Hakim, ex-MPA and vice-chairman, District Council, Comilla, Abdus Samad, ex-MPA, and Hashmatullah addressed the meeting.

Argentina to give 4000 tons of wheat for DPs in India

United Nations, New York, (Reuter)

Argentina is to give 4,000 tons of wheat to help East Pakistani refugees in India, it was announced here on Wednesday.

The announcement further said that the wheat would be distributed through the UN High Commissioner for Refugees, and it was being sent in response to the international appeal for aid for the refugees.
