Following is the text of martial law order No. 24 (Local Government Dissolutions Institutions order) issued here today by the Chief Martial Law Administrator :

ORDER No. 21

This order shall come into force on 15th June, 1971.

(1) Notwithstanding anything contained in the Basic Democracies Order, 1959 (P.O. No. 18 of 1959) and the Municipal Administration Ordinance, 1950 (x of 1960) the provincial Government may, if it considers necessary in the public interest so to do by notification in the official gazatte, dissolve a local council constitute under the Basic Democracies Order. 1959 (P.O. No. 18 of 1959), or a municipal committee constituted under the Municipal Administration Ordinance, 1960 (x of 1960).

(2) Upon the publication or a notification under sub-paragraph (1) in relation to any local council or municipal committee, the persons holding office as chairman and members of the local council or, as the case may be, as chairman. Vice-chairman and members of the municipal committe shall cease to hold office and the functions of such local council or municipal committee shall be performed, subject to such conditions as may be imposed by the provincial government, by such person or authority constituted by it for the purpose as the provincial government may appoint in this behalf.

(3) Where a local council or municipal committee is dissolved under sub-paragraph (1) the provincial Government may by notification in the official gazette, direct that, in respect of the areas for which the local council or the municipal committee was constituted; any provision of the Basic Democracies Order, 1959 (P.O. No. 18 of 1959), or, as the case may be the Municipal Administration Ordinace, 1960 (x of 1960), specified therein shall have effect subject to such modification as may be so specified.

(4) Where the chairman of local council dissolved under sub-paragraph (1) is a member of Cantonment Board. The person appointed under sub-paragraph (2)  to perform the functions of such local council or, as the case may be, a person nominated by an authority so appointed shall be deemed to be an elected member of that Board.

3: Notwithstanding the dissolution of a local council constituted under the Basic Democracies order, 1959 (P.O. No. 10 of 1959). The members of such a Council shall Continue to perform their functions under tue Conciliation Court Ordinance, 1961 (SLIV of 1961) and the Muslim Family laws ordinance 1961 (VII of 1961) till the conclusion of the proceedings pending before them.

(4) A local council or a municipal committee referred to in sub-paragraph (1) of paragraph (2) shall furnish a detailed account of its income and expenditure during the financial year 1970-71 to the ML Administrator of the zone concered or any person authorised by him in this behalf by such date as the Martial Law Administrator or a person so authorised may direct.

(5) No order or notification issued or action taken under this MLO shall be called in question by or before any court including the Supreme Court and a High Court."

Students urged not to pay heed to false propaganda

Mr. Ruhul Amin Khan, senior vice president of Pakistan Muslim Students League and member of the central peace committee has expressed his satisfaction over the reopening of primary  and secondary schools in the province, reports PPI.

In a press statement here yesterday, he said the re-opening of all primary and secondary schools and fixation of the dates of reopening of colleges and universities of all kinds in East Pakistan with life returning to normal show the eagerness of the present ML Authority towards the education of the people of East Pakistan.

It is gratifying that attendances in these schools are improving gradually. It is for the best interest of the nation and also for our own interest that every effort should be made to restore the normal functioning of our educational institutions, lack of which will ruin the entire nation. It is reported that some agents or vested quarters are discouraging our students in attending their classes with evil intention of cripling our education, which is the backbone of our national progress.

But it is our firm belief and conviction that our responsible students will attend their classes regularly without paying any heed to the false propaganda of vested quarters and read hard to make up their loss of study caused by the recent disturbed condition our guardians must encourage their children to restore their normal study. Our administration has assured full security of every patriotic person and our students have nothing to be afraid of.

Our younger generation should be well-apprised of the real history of Pakistan and be inspired with the concept and ideology of Pakistan. Their characters must be built up on the basis of ideals of Islam. It is hoped that the authority concerned should give a serious thought to this effect.

India instigated anti-state elements in East Pakistan

Islamabad, May 25 (APP): A leading Nepalese journal has accused India of complicity with the anti-state elements in East Pakistan and said had it not been for the Indian instigation and abetment; Sheikh Mujib and a few eccentric men of his party would not have been able to bring about the present situation.

The monthly critic of Kathmandu in its latest issue said that from the manner in which the anti-state elements in East Pakistan, it was evident that a pre-meditated political conspiracy had been hatched for the disintegration of Pakistan.

The journal said that the Indian affairs of Pakistan was a clear violation of the five principles of peaceful co-existence which alone could ensure peace in the world.

India had wilfully raped and trampled under foot these principles to cause uneasiness to Pakistan, the journal added.

It accused the Indian Govt. of adopting double standard and said that when at home it was putting down with a heavy hand the activities of Mizo and Naga freedom fighters then why was it supporting the anti-state elements in East Pakistan.

The journal said as no country in the world could be expected to allow a few misguided elements to indulge in anti-state elements to indulge in anti-state activities, president Yahya Khan was fully justified in utilising all available means at his disposal to put down the anti-state activities of a new misguided power hungry politicians who had threatened the very foundation of the country and had brought untold sufferings to the people of East Pakistan in their bid to wrest power to satiate their unfulfilled lust and whims.

Yahya Khan was equally bound by his duty and responsibility to the nation to preserve and maintain national integrity even at a heavy cost, the journal added.

It hoped that the Pakistan Government would be able to put an end to the sufferings of the people caused by the so-called freedom movement with iron-determination and will.

Strong protest against war threat: New Delhi trying to create situation of confrontation

Islamabad, May 25: Pakistan has lodged a strong protest with India against the unprovoked threat of armed conflict with Pakistan by the Indian Prime Minister, Mrs. Indira Ghandhi and has told New Delhi that India's aim was to create situation of confrontation with this country to implement her sinister designs.

The protest note, communicated to the Indian High Commission here yesterday, charged the Government of India with systematic interference in Pakistan's internal affairs with the clear aim of jeopardising the territorial integrity of the country.

The note pointed out that the threat held out by the Indian Prime Minister against Pakistan in a statement at Ranikhet on May 19, has assumed a special significance in the context of India's continued interference in the affairs of Pakistan.

The note asked India to desist from pursuing such a dangerous course for the sake of peace and tranquility in the sub-continent and for the welfare of the peoples of the two countries.

MLO No. 21 issued : Power given to dissolve local bodies

Rawalpindi, May 25 (APP): The Chief Marital Law Administrator today authorised the provincial governments to dissolve a local council or a municipal committee if considered necessary in public interest.

An order (No. 21) called the local Government Institutions (Dissolutions) order said that upon publication of a notification of dissolution in the official gazette the persons holding office as chairman, vice-chairman or members of a local council or municipal committee would cease to hold office, functions of such institutions would be performed by a person or authority constituted by the provincial Government.

Members of a dissolved council would, however, continue to perform functions under the conciliation courts ordinance and Muslims family laws ordinance till the conclusion of proceedings bending before them, the order said.

The CMLA directed all local councils and municipal committees to furnish a detailed account of their income and expenditure during the financial year 1970-71 to the Martial Law Administrator of the zone concerned or any other person authorised by him in this behalf by such as may be specified.
